The OECD Survey on Health System Characteristics is intended to fill gaps in existing information on the institutional features of health systems, to provide input for analyses of health system performance. The survey was conducted in 2008 and 2012. It consists of a list of about 90 questions addressed to representatives of Ministries of Health, covering three main domains: health financing, health care delivery and governance and resource allocation. The 2012 survey draws on the first wave experience but a certain number of items and questions have been significantly revised or added in the second wave.
