The OECD Secretariat has overall managerial responsibility for TALIS, monitors its implementation on a day-to-day basis, acts as the secretariat for the TALIS Board of Participating Countries and serves as the interlocutor between the TALIS BPC and the international consortium charged with the implementation of the activities.

The OECD TALIS team
Kristen Weatherby started her career as a teacher of 12-14 year olds in the United States before moving to Microsoft, where she managed components of their worldwide education initiative Partners in Learning. She developed and ran Microsoft’s global Innovative Schools programme, which began in 12 schools and now reaches over 4,000 around the world. Kristen then moved to the United Kingdom to manage all of Microsoft’s education programmes, working with government, teachers and schools to help integrate ICT into teaching and learning.
She has a Masters degree in Education from the University of Michigan and is currently pursuing a PhD from the University of London’s Institute of Education.

Julie Bélanger is a Canadian national who has joined the TALIS team as an analyst in February 2010. She was a Senior Research Analyst at the Canadian Council on Learning (CCL), a Canadian non-profit organisation whose mandate is to promote and conduct research to improve lifelong learning in Canada. During her time at CCL, she worked on the design and analysis of an annual national survey on learning and worked with provincial governments on a variety of projects focussing on educational issues such as large-scale secondary school reform, educational programmes for students with special needs, and work and learning programmes in higher education. She also worked as a university instructor teaching undergraduate classes in research methods, basic statistics and psychology at the University of British Columbia, Canada.
She has a doctoral degree in developmental psychology from the University of British Columbia and is fluently bilingual in French and English.

Mathilde joined the TALIS team for an eight-month consultancy, to contribute to statistical analyses of TALIS data and assist with the drafting and efiting of TALIS publications. Mathilde obtained her master’s degree in Organizational and Social Psychology from the London School of Economics in 2011, and graduated from her MPhil research degree at University College London in January 2013. Her prior work experience includes interning at CERI for the Education and Social Progress project, in addition to teaching in both English and Dutch schools, and being a research assistant in an Economics research project at the Vrije University in Amsterdam.

Simon is a Canadian national who has joined the TALIS team as a statistician in June 2013. Before joining the OECD, he worked three years for the UNESCO Institute for Statistics (UIS) under the Education Indicators and Data Analysis Section. During his time at the UIS he contributed to the global mandate of the Institute by collecting and analysing education data to monitor the progress toward Universal Primary Education. Simon has also been teaching French as a second language for a governmental program dedicated to help immigrants to better integrate their new environment. He has a Master’s degree in demography from Université de Montréal.

Delphine joined the TALIS team in September 2012. She is the assistant of the team, and contributes to the TALIS development, working with Kristen, Julie, Mathilde and Simon. Prior to joining TALIS, Delphine worked in the TTP Division of the Centre for Tax Policy and Administration (CTP) as an administrative assistant dealing with Tax Treaties issues. Prior to joining the OECD, Delphine worked in Mexico for 5 years in the private sector. She has a degree in international business and speaks French (mother tongue) as well as English and Spanish fluently.
