Roles and responsibilities

The National Institute of Physical Educational Infrastructure for Education (INIFED) is a regulatory, consulting and certificatory organism for all educational infrastructure in Mexico. Its mission is to provide advice and guidance to mitigate against damage resulting from natural, technological or human disasters in the education sector. INIFED is responsible for the construction, equipment, maintenance, rehabilitation, reinforcement, conversion and enablement of facilities and real estate in public education in all the federal entities in the country.

Main areas of policy and research interest

Quality education can only be achieved in quality schools. INIFED therefore has a responsibility to ensure that all educational facilities fulfill the requirements of quality, security, functionality, equity and sustainability, in accordance with the education policies determined by the State.

Programa Escuelas Dignas (Dignified Schools Programme)
Education infrastructure requires constant maintenance and improvement so that educational spaces can facilitate and support pedagogy. Physical infrastructure will not perform unless it is renewed and adapted to the different needs of teachers and students, providing better conditions and dignified spaces for learning. Further to these goals, the Dignified School Programme aims to improve the general conditions of elementary schools and grant them a full or partial certification for achieving the following:

1. Structural security and general operating conditions;
2. Sanitation facilities;
3. Furniture and equipment;
4. Administrative facilities;
5. Accessibility;
6. Connectivity; and
7. Multiple use spaces.

The Programme is a joint initiative between INIFED, Estate Instances and civil society and parents, who will be the ultimate beneficiaries. The Programme specifically targets elementary schools in the 31 States and the Federal District. It is inclusive, but not limited to schools in marginalised zones, indigenous facilities, full-time schools, unitary and multigrade schools and schools in 400 municipalities involved in the National Campaign against Hunger as published in the Official Federation Journal on 22 January 2013. The Secretariat of Public Education and INIFED, in co-ordination with state educational authorities and federal organisms, defines the features and criteria for participation in the Programme.

Aligned to the Escuelas Dignas Program, INIFED will jointly carry out a Diagnosis of the Physical Educational Infrastructure in the States, in collaboration with the Local Institute of Educational Physical Infrastructure and/or the responsible state organism.
