Organised in Co-operation with the Russian Ministry of Science and Education and hosted by Tomsk State University.
The OECD has been engaged, since 2002, in a series of activities to promote research in Russian universities and to improve the management of intellectual property in partnership with the Ministry of Education and Science. Examining policies for commercialising intellectual property at universities directly resulted from the recommendations of the OECD publication Review of Tertiary Education and Research Policy in the Russian Federation.
Seminars have been jointly organised with the Russian Ministry and the U.S. Civilian Research and Development Foundation (CRDF) in Moscow, Ekaterinburg, St. Petersburg and Saratov. The goal of these seminars was to facilitate the exchange of experiences between Russian and foreign universities in technology commercialisation. The outcome of these events has had an important impact on formulating federal policy and establishing criteria for the responsibilities of the stakeholders. A network of universities has been developed over the years and this now serves as a valuable forum in exchanging experiences on national and international levels.
The 2006 meeting took place on 12-13 October in Tomsk and specifically addressed exchanges of successful practices between Russian universities and OECD member country universities. It was organised in collaboration with the "Ninth All-Siberian Innovation Forum" which took place on 11-13 October 2006 in Tomsk.
