Second forum on schooling for tomorrow (Toronto, Canada 6-8 June 2004)

 

The 2nd OECD Forum on “Schooling for Tomorrow", was held in Toronto, Canada on 6-8 June, 2004. These Forums are periodic conferences providing the main occasions for international exchange and dissemination of the Schooling for Tomorrow project, the first of which took place in February 2003, in Poitiers, France .

This second forum was jointly organised by OECD's Centre for Educational Research and Innovation (CERI)  and the Ontario Ministry of Education, Canada. The languages of the Forum were English and French.

The Forum was held at the Metro Toronto Convention Centre www.mtccc.com. It had a particular focus on the work within the overall OECD/CERI Schooling for Tomorrow project building the International Toolbox for Forward-thinking, Innovation, and School System Change.

This is an ambitious international resource being developed collaboratively between OECD/CERI and countries, as outlined in the following short note.

The Forum itself aimed to:

  • Clarify the potential and value of long-term forward-thinking for policy-making and practice in complex 21st century societies;
  • Disseminate results to date from the volunteer “inner core” countries that have played a lead experimentation and development role in the Toolbox project [England, Netherlands, New Zealand and Ontario, Canada, with Australia joining in 2004];
  • Broaden the range of country inputs and experiences across the OECD as a whole, bringing together those with particular experience with long-term strategic thinking and expanding the international network of forward-thinking practitioners in education;
  • Discuss the options regarding the organisation of the international resource - the OECD Toolbox – as it is put together in 2004 and 2005, in terms of use, audience, accessibility etc.

Participation was by nomination by national education authorities or invitation and delegates were drawn from the following:

  • those most active in initiatives with the specific remit of developing long-term strategic thinking in education;
  • heads of different agencies and networks promoting the quality and reform of schooling;
  • policy-makers/senior officials;
  • school leaders and practitioners at the forefront of innovation;
  • stakeholders from outside education who are prominently engaged in educational reform;
  • others from across government with responsibility for long-run and strategic analysis.
