Higher Education Institutions and Regions

Higher education institutions make a significant contribution to economic, social and cultural development in their region. In 2004-2007, IMHE, in collaboration with the OECD Public Governance and Territorial Development Directorate, conducted a comparative review of how higher education in regional development in 12 countries. Read more.

 

OECD is now inviting new regions to participate in the review for 2008-2010.

 

Target regions

• In countries identified for accession to OECD: Russia, Chile, Israel, Estonia, Slovenia
• In rapidly developing economies identified for enhanced engagement with OECD: Brazil, China, India, Indonesia, South Africa
• In countries in South-East Asia
• In G8 countries
• City regions

 

Objectives

The purpose is to provide HEIs and regional and national authorities and policy makers with information and analysis to assist them in formulating and implementing policies to mobilise higher education for social, economic and cultural development.

The reviews aim:
• To extend the knowledge base of higher education in economic, social and cultural development at regional level
• To develop and reinforce partnerships between HEIs and business and industry and other social partners
• To assist HEIs to articulate their mission, develop their management, evaluate their contribution and contribute to their viability
• To develop reliable indicators and system-level and individual incentives for regional engagement

 

Guidelines for regions and their HEIs for participation in the review

Outputs

The reviews will produce a range of outputs that will be disseminated through print and electronic means, workshops and seminars:
• Regional self-evaluation reports prepared by the regions and their HEIs
• Peer review reports of all regions visited by international experts
• Commissioned papers
• International comparative analysis on specific issues

 

Major Developments

• 2004-2007 : OECD review project “Supporting the Contribution of HEIs to Regional Development” 
• September 2007 : Outcomes of the 2004-2007 review project launched and a broad framework for international work agreed. Read more.
• End 2007 : Revised guidelines for the participation of regions and their HEIs adopted
• December 2007 : Joint World Bank–OECD review of Kazan City Region 
• Early 2008 : Official Launch of the review 2008-2010
