  • Identify the brokerage agencies aimed at linking educational research, policy, and practice in OECD countries
  • Create a typology based on the differing functions and primary goals of these agencies (e.g., to increase the rigour of educational research vs. increase relevance of educational research to policy concerns vs. bring research results to teachers and classrooms)
  • Compare the criteria used for assessing effectiveness at achieving these goals and evaluate the effectiveness of the agencies
  • Identify common challenges and issues such agencies are currently confronting, the extent of these challenges, and share experiences of good (and bad) practice
  • Compare the variables above to similar analyses in other domains (e.g., health, justice, agriculture) as a function of the knowledge base available.
