The Sigma Programme, a joint initiative of the EU and the OECD principally financed by the EU, has been working with Romania since 1992 and will continue to provide support to this new EU Member State until the end of 2008.
Sigma Activities in Romania
In the framework of the fifth enlargement of the European Union, Romania became an EU Member State in January 2007. Sigma activities in Romania have covered various work areas, such as financial control, policy-making and co-ordination, and public procurement.
Since its creation in 1992, Sigma has produced several reports on Romania that you may find of interest, as listed below.
Public Management Profile: Romania
The 1999 Public Management Profile of Romania (also available in French) provides comprehensive information on horizontal management systems and identifies the main issues governing the public sector in Romania in 1999. The profile covers such areas as the constitutional framework, legislative authority, central executive, personnel management, administrative oversight and control, and the management of European integration.
Centre of Government Profile: Romania
How is the government organised? How regularly does it convene? How does it reach decisions? What are the legislative and regulatory procedures? These are some of the issues dealt with in the Centre of Government Profile of Romania prepared by Sigma in 1998 (also available in French).
Civil Service and State Administration: Romania
Sigma's 1999 overview of Civil Services and State Administrations focused on the public service in central and eastern European countries, including the professional role of public servants in policy functions and decision-making and their relations with the public and with politicians. It included a country report on Romania.
Sigma Assessment Reports: Romania
Prior to Romania's accession to the European Union in January 2007, Sigma produced assessment reports each year at the request of the European Commission and as a contribution to the Commission's Regular Reports and Comprehensive Monitoring Reports on EU candidate countries. The assessment reports also provided Romania with inputs to its reform activities.
