Workshop 2001 on Basic Research, Oslo (Norway)

... POLICY RELEVANT DEFINITIONS AND MEASUREMENT

29-30 October 2001, Oslo (Norway)

The event

Co-sponsored by the OECD and the Norwegian Ministry of Education, Research and Church Affairs.

Objectives

The purpose of the workshop was to analyse the concept of basic research in the context of science policy, and of research statistics. The workshop was intended to lead to a better understanding of the contribution of various kinds of research to the accumulation of knowledge and economic performance, arrive at a better understanding of a "division of funding" between the public and the private sectors, suggest changes in the characterisation of basic research which correspond better to the use of this concept in the present science policy environment, suggest a set of indicators which facilitate the measurement of basic research for statistical purposes, and provide possible recommendations for a revised definition of the boundaries of "basic research" which may help policy design and statistical measurements.
