Evaluation is seen by the OECD LEED Programme as a key tool for supporting the effective design and delivery of local development strategies, which needs to be promoted and developed in the Trento Centre target countries. A clear demand has been identified by the Trento Centre in 2005 for support in understanding the objectives, concepts, methodologies and management of local development evaluations.
The objective of this activity is to improve evaluation culture by encouraging increased use of evaluation and evaluation results and contributing to improved quality of evaluations of local development strategies. This activity therefore involves work to accompany and mentor local development actors in the design of tailor-made approaches to the evaluation of their policies and programmes.

Framework for Information Exchange in Local Development (FIELD) 2009/2010
This project supports local development organisations in strengthening their information systems. It provides guidance on data collection, analysis and use in policy making, customised to conditions in each participating area. It helps policy makers to build evidence on: What makes your local economy work? What drives it forward, what holds it back? Where and how policy should intervene? Is policy bringing results?

Framework for Information Exchange in Local Development (FIELD)
The rationale for this project was to respond to these problems by building an OECD Framework for Information Exchange in Local Development (FIELD) that local development organisations can use in a co-ordinated way in order to collect, exchange and learn from local development information. The focus was on encouraging the self-collection by local development organisations of indicators of local economic and employment development performance and policy needs and information on how policy instruments are used and with what impacts. The Framework also provided a forum for the exchange of information amongst participating local development organisations.
Final seminar on "Strategic planning and evaluation for regional and local development in Latvia", Riga, Latvia, 17 June 2008
This seminar presented and debated the result of work undertaken by the OECD Local Economic and Employment Development (LEED) Programme on how best to support the design, implementation and evaluation of local development strategies in Latvia.
Visit of a delegation from the Czech Republic, Trento, Italy, 1 April 2008
The Trento Centre hosted a meeting with a delegation of five representatives from the Ministry of Regional Development (MMR) of the Czech Republic to discuss the first draft diagnostic report prepared by Czech experts outlining evaluation issues in the Country. The meeting was organised within the framework of a joint project on “ Evaluation of Local Development Strategies in the Czech Republic” that will provide a methodology for the development of a “strategic framework”’ that will permit analysis of the impact of government policies on regional and local development in the Czech Republic.

The expert workshop on Local Development Policy and Performance Information Tools aimed at discussing the options for developing a framework for information collection, analysis and comparison for use by local development actors in Central and Eastern Europe.
Capacity building seminar on “Evaluation as a tool for local development strategy building” Trento, Italy, 10-12 July 2006
The seminar brought together the policy makers and practitioners from the CEE and SEE countries allowing for discussion i) how to best introduce and implement prior assessment so that it serves as a tool for local strategy design and delivery ii) how to best support the local level so that evaluation becomes an opportunity for learning and stops being perceived as a threat.
