OECD Workshop on “Assessing the Socio-Economic Impacts of Public R&D”, Paris, 11 June 2008

Assessing the impacts of public R&D has become a key concern of policy makers. There are several reasons for this. First, understanding and measuring the impacts of public R&D is crucial to evaluate the efficiency of public investments and assess their contribution to achieving the socio-economic objectives of a country. Second, it enhances public accountability, creates a better informed society and diffuses and raises awareness of the contribution of public research to the economic and social development of a country. Finally, it helps to legitimise the value (or costs) of public policy intervention.

Although assessing the impacts of public is not an easy task and poses some methodological challenges, a number of new approaches and techniques have emerged over the past years which have enabled a better understanding of the methods, the results and their respective strengths and weaknesses for policy making.

This workshop provided policy makers and experts with an opportunity to share and discuss a number of these recent practices in the area of impact assessment and to participate in the definition of potential new activities for further international research in the field. It was organised under the auspices of the OECD working party on Innovation and Technology Policy (TIP).
