The annual 2000 REPIN (NISECEN) meeting was held in Baku on 29 November - 1 December and was organised by the EAP Task Force in close co-operation with the State Committee of the Environment and Natural Resources of Azerbaijan. Around 50 people attended this event, including high officials from NIS enforcement institutions, representatives of non-governmental organisations and experts from OECD member countries.

The Baku meeting had a two-fold purpose:

• to identify problems and define actions to improve the environment permitting system in the NIS and
• to discuss the NISECEN activities from a long- and short-term perspective.
