1. Assessment of the 5th WTO Ministerial in Cancun and the way forward
Delegates are invited to discuss and assess the 5th WTO Ministerial Meeting in Cancún, and to come forward with ideas on proceeding with the DDA. Observer countries in particular will be invited to share their impressions. The discussion should include ideas on the role for the OECD, including any changes in emphasis needed in the current Programme of Work.
2. Policy coherence for development
On 4 June 2003, a meeting was held with Ambassadors, the Chair of the Development Assistance Committee (DAC), and the Chair of the Committee on International Investment and Multinational Enterprises (CIME) to discuss policy coherence for development. The Co-ordinator for Policy Coherence for Development at the OECD will inform the Committee about progress of work, particularly in view of the report to the next OECD Ministerial meeting. Delegates are invited to discuss this issue as it relates to Trade and provide guidance to the Chair and the Secretariat for further involvement in the program.
3. Ministerial Council Meeting proposals
Proposal by Japan presented at the MCM on the service economy
At the 2003 Ministerial Council Meeting (MCM), the Japanese Minister for Economy, Trade and Industry tabled a proposal for an OECD horizontal project on "enhancing the performance of the service economy", the result of which would be presented at the 2005 MCM. The Directorate for Science, Technology and Industry (DSTI) would lead the project, which would also receive substantial input from the Economics Department. The Trade Directorate would make a contribution based on its analysis of the economy-wide benefits of services trade liberalisation.
Delegates are invited to discuss the proposal and provide guidance to the Council on the scope and substance of the proposed project.
Proposal by Sweden presented at the MCM on trade and structural reform
At the 2003 Ministerial Council Meeting (MCM), the Swedish Minister for Industry and Trade presented a proposal for an OECD horizontal project on "trade and structural adjustment", the result of which would be presented at the 2005 MCM. The Trade Directorate would lead the project, which would also receive substantial input from the Economics Department, the Directorate for Science, Technology and Industry (DSTI) and the Agriculture and Fisheries Directorate. Delegates are invited to discuss the proposal and provide guidance to the Council on the scope and substance of the proposed project.
4. Work in progress
The Secretariat will update Delegates on developments in ongoing work. The Chairman of the Working Party of the Trade Committee and the Secretariat are at the Trade Committee’s disposal to answer any questions that Delegates may wish to raise.
