The dissemination workshop on “Strengthening financial planning and management for WSS in central government, municipalities and utilities of EECCA countries” was held in Kiev, Ukraine on 24 April 2009 following the established cooperation between the OECD/EAP Task Force and the Ministry of Municipal Housing Economy of Ukraine with the financial support from the European Commission.
The objective of the workshop was to present and discuss the results produced in the framework of EAP Task Force work and supported by the EC TACIS grant over the last two years. The main topics that have been addressed during the meeting were (see also the agenda below):
National financing strategies for water and sanitation – process, methodology and outcomes;

Tools for medium-term financial planning in water utilities and municipalities – impact and how can they be scaled-up;

Performance contracts between water utilities and municipalities – recent experience and guidelines;

What have we learned and what should be done next to effectively assist EECCA governments in this area?
