1. Policy Review

Objectives:

  • Examine the means by which environment-related health impacts on children are incorporated in EU member country government decision-making (and in other OECD member country governments)
  • Particular focus on the prevalence and use of economic valuation in environmental and health policy-making, particularly with respect to impacts on children

2. Methodological Review

Objectives: 

  • Review economic theory for proper characterization of age, latency and other risk and population characteristics in the WTP and QALY frameworks
  • Assess the relative strengths and weaknesses of revealed and stated preference methodologies, and the possibility of combining in a single survey instrument
  • In both of these areas, examine the implications of the elicitation of values from children as well as adults

3. Survey Design

Objectives: 

  • Develop sound survey instruments that elicit values for mortality risk reductions for children and adults, and the appropriate experiment design for testing hypotheses of interest about age, health status, latency, and models of household decision-making
  • Develop survey sampling and implementation plans for each of the three participating countries

4. Implementation of the Survey

Objectives: 

  • Implementation of the survey instrument in each participating country
  • Successful collection of the data

5. Data Analysis

Objectives:

  • Analyse data by adult and child and separately by country using state of the art econometric models addressing issues of latency and population characteristics where appropriate
  • Analyse cross-country pooled data model, estimating values for adult and child risk reductions addressing issues of latency as well as population characteristics where appropriate
  • Conduct benefit transfer analysis
  • Prepare preliminary findings for review by other consortium team members and the Advisory Group
  • Consult with Advisory Group to get comments and recommendations on analyses

6. International Workshop

Objectives:

  • Organisation of an international workshop on the valuation of environment-related health impacts for different populations (adults vs. children, country) and impact or individual characteristics (latency and age)
  • Dissemination of survey results
  • Preparation of workshop report for broader audience

7. Final Report(s) and Other Dissemination

Objectives:

  • Completion of the final project report
  • Preparation of summary report on policy recommendations
  • Ensure dissemination of findings among academic and policy communities

8. Policy Support and Input

Objective:

  • Provide advice and recommendations to policy makers
