The World Bank is the largest multilateral development bank in the world with an annual volume of loans and credits worth approximately US$ 20 billion per year. It has been a major pioneer in developing good international procurement policiies, procedures and documents since the early 1950s. While its original focus was on the procurement carried out by its borrowers under projects financed by World Bank or IDA-approved loans and credits in the mid 1990s, it began to shift its focus towards improving developing country procurement systems and it is now gradually moving towards reliance on these systems in some Sector Wide Approach programs (SWAps) and other budget support loans or credits that it provides.
