A project was launched in 2003 to analyse reforms of senior civil service systems and reforms across OECD member countries. This project was conducted in close co-operation with the French Ministry of Economy and Finance. An expert meeting was held in October 2003 to address this topic. Fourteen attended the meeting. A summary report has been prepared, and provides an overview of reforms of the senior civil service across 12 OECD member countries (Belgium, Canada, Finland, France, Italy, Korea, Mexico, Netherlands, New Zealand, Spain, United Kingdom, United States). Examination of senior civil service reforms in the 12 countries reveals that the two main trpes of civil service system -- career-based and position-based -- are evolving, highlighting the need to refine this classic typology. This does not mean that the systems themselves are converging, rather that countries are adopting some features of the other models and adapting these features within the integrity of their own system.
