Emerging Issues and Crisis Countries

The DAC Network on Conflict, Peace and Development Co-operation (CPDC) is, and has been, ready to respond, as required, to requests from the DAC and to the initiatives of individual participants to bring together knowledge, expertise and experience in respect of particular emerging issues and crises.

The most recent event in the context of this item on the Network’s work programme was a DAC Experts Meeting on Peace, Security, Reconstruction and Development in the eastern Democratic Republic of Congo (DRC) in the context of the region of Central Africa, sponsored by the Swiss Agency for Development and Co-operation (SDC). The meeting took place on 6-7 October 2004. It was the first CPDC event that linked with the activities of the DAC Learning and Advisory Process on Difficult Partnerships and the Initiative for Central Africa (www.inica.org). In July 2003, experts and representatives from bilateral and multilateral agencies joined DAC delegates for an informal exchange on the complex issues underpinning reconstruction and transition in Iraq ("Reflection on Reconstruction in Iraq" held at OECD, Paris on 21-22 July 2003). This “reflection” provided a unique forum for an informal exchange of views on challenges that lie ahead in relief, recovery and reconstruction for the donor community. It was timed to build on a UN/World Bank-led conference in June 2003 on emergency and reconstruction requirements and to support preparations for a donor conference this autumn. Donor agencies, key multilaterals and the Coalition Provisional Authority (CPA) were able to discuss issues such as security and development, the political economy of war and one-commodity economies, the delivery of focussed and co-ordinated aid, multi- donor funding mechanisms, economic management, governance and democracy.

In May 2002, the DAC held an experts meeting on reconstruction and recovery in Afghanistan (DAC Expert Meeting on "Afghanistan Reconstruction and Recovery: Seeing Round the Corner". Paris, 2-3 May 2002). The DAC Afghanistan meeting brought together some 80 participants, including independent experts on conflict prevention, reconstruction, and Afghanistan, along with senior policy makers and operational planners from multilateral and bilateral aid agencies and from the Interim Administration of Afghanistan. Topics were discussed both in terms of relevant parallels to other situations, and the current context in Afghanistan. Discussions included how to work positively with neighbours’ interests/influence to create regional win/win situations; and how to ensure sustained and consistent, long-term commitment internally and from external actors.
