The region of Piedmont, like regions in other OECD countries, is seeking to encourage new knowledge-intensive activities without neglecting its existing industrial and skills base.  Innovation is seen as the key driver of this transition.

The region has some strong advantages, for example:

  • among top Italian regions for investment in R&D  (1.8% of the region's GDP against 1% national average)
  • highest rate of private research investment over public one (80-20 against 50-50 national average)
  • over 18 000 R&D employees.
    home of the largest corporate research labs of the country

Among Italian regions, Piedmont is one of the few to have fully adopted the full range of powers devolved from the centre. It has only recently taken on formal responsibility for innovation policy, and is currently implementing its first innovation plan. Through this plan, the regional government is attempting to impose more systemic behaviour on actors, without constraining the entrepreneurial nature of many existing activities relating to innovation. Some of the mains reforms are:

  • simplifying governance and streaming the funding and monitoring process
  • rebalancing supply-side and demand-side policies
  • focusing on selected strategic sectors
  • increasing average size of funded projects and pursuing critical mass
  • switching from grant based financing schemes to negotiated procedures involving a broad range of stakeholders
  • compulsory collaboration between universities/research centres and companies
  • opening up the system and connecting it to international networks
  • introducing standard international, independent, blind refereeing process
  • stronger integration with national and EU policies

This report which was launched in Turin on 26th June 2009, reviews how Piedmont’s new regional strategy supports innovation and how its efforts can be improved. It will be of interest to policy makers, firms and others active in promoting innovation and regional economic development.
