OECD, 6-7 November 2001
Background
The Public Management Service (PUMA), within the framework of the OECD Global Forum on Governance programme, convened a forum on Modernising Government in November 2001. The forum was organised as an extended meeting of the Public Management Committee (PUMA), and included a number of non-member countries. It was the first time that PUMA had combined a meeting of the Public Management Committee with an event extending participation beyond the 30 OECD countries. The meeting reflected the recognition that there was a common and widespread interest in the lessons that can be learned from over 10 years of seeking to modernise government. This is a field in which Members and non-members both have useful experience to share and can learn from each other.
PUMA's work in fields such as budgetary and regulatory reform, government-citizen relations and promoting ethical behaviour in the public service has demonstrated there was much that was common to all. It was viewed that a meeting covering these topics was timely for developing a fresh insight into the challenges facing public administration and management in the 21st Century.
Objectives of the meeting
Broaden the debate on public governance and promote a better understanding of the issues and challenges facing public administration in all countries; Review and share the experience to date in implementing reform and modernisation programmes; Identify the direction which such programmes may take in the future

The meeting agenda comprised three main session topics:
- Key elements of modernisation;
- The search for regulatory quality;
- Building trust in government.
Each session involved key speakers drawn from Member and non-member countries; following the plenary, participants were offered a choice of two related workshops to discuss work in more detail. Again, key representatives from non-member and Member countries led and stimulated the debate.
