The OECD is the home to the Development Assistance Committee, a key forum for major bilateral donors. But a growing range of countries that are not members of the DAC are increasingly active providers of development assistance. Engaging these countries in a dialogue and co-operation towards the shared objectives as defined in the Millennium Development Goals is a high priority for the DAC.
This group includes a range of OECD members who are not members of the DAC but nevertheless participate in and contribute to many DAC activities. Many of these countries are building ambitious development assistance programmes.
The Policy Dialogue meeting in Istanbul, hosted by the Turkish International Co-operation Agency (TIKA) in
collaboration with the DAC Secretariat on 12-13 October, addressed questions of how OECD Members outside the DAC can augment their capacity while engaging in joint work with the Committee and its Members. The dialogue evolved around questions of working towards good practice and common standards in the development assistance of DAC and non-DAC Members, and any specific challenges this may imply for the DAC and for emerging donors in the process of implementing their aid programmes.
