Notes:
1. The data are for net official development assistance, excluding debt relief and emergency aid, in constant (2003) US dollars.
2. For this analysis, fragile states comprise the 35 countries in the bottom two quintiles of the World Bank’s CPIA in 2003 and those not rated including Afghanistan, Liberia, Myanmar, Somalia, and East Timor.
