A Workshop held in 1999 on regulatory reform in international air cargo transport concluded that the industry, as part of a transportation chain, must meet the needs of shippers and cargo owners. As different categories of air cargo providers do not always operate according to the same regulatory regime, regulatory reform should seek to establish a regime that allows for meeting market needs.
