Building Trade Policy Capacity in Developing Countries and Transition Economies - A Practical Guide to Planning Technical Co-operation Programmes

This Guide has been produced by DFID's International Trade Department to support the implementation of the UK Government's White Paper on International Development Eliminating World Poverty: Making Globalisation Work for the Poor (December 2000). The purpose of the guide is to give practical advice for planning trade policy technical co-operation programmes in developing countries and transition economies. It was produced as a companion piece to the DAC Guidelines and may provide lessons learned for other bilateral donor agencies and interntional organisations involved in trade policy related technical assistance and capacity building.

El Salvador

The case study on El Salvador describes how the country was able to create an environment favourable for export growth through sound economic policy, trade liberalisation, institution-building and export processing zones. The country has had considerable success in exporting, particularly in apparel, but future sources of export growth are not obvious. The exchange rate remains an obstacle for exporters and producers still have much to do to meet the requirements of export markets. Donor support is no longer significant but had a major impact in the early days of reform.

Ghana

The case study on Ghana identifies some of the major obstacles to improving trade performance and export diversification, and highlights capacity gaps in trade policy formulation and implementation. There is a lot to be done in Ghana before donor support can have an important impact. Ghana needs to develop a clearer strategy for trade development and better understanding of its links to poverty reduction to ensure broad support. Donor agencies may also need to provide greater institutional support and incentives to its field staff to engage in trade capacity building.

Senegal

The case study on Senegal indicates the importance of developing a trade strategy that clearly articulates national interests within the framework of a comprehensive development strategy. Without this strategy, there is a risk that donors' trade capacity development activities will shape the trade priorities of the partner countries, with emphasis placed on areas in which donor assistance is available. One important role for donors in Senegal is to build up the capacity of private sector associations to provide services to their members and to be able to engage in serious dialogue with policy makers.

Vietnam

The case study on Vietnam underlines the country' s enormous potential for rapid growth in exports and for the country's development. Despite major reforms, however, there are still a number of policy-related obstacles to overcome before Vietnam reaches its full export potential. There is a particular need for donor assistance in the area of services for exporters. Support for private associations of exporters, and for sub-national units of government, is needed to fill an information gap that hinders the capacity of exporters to take advantage of opportunities. Exporters also need greater ability to link with foreign buyers.

African Enterprise Networks

The case study on the three African Enterprise Networks assesses constraints to trade and trade capacity development needs in achieving the key objectives of these Networks. These objectives are to : enhance competitiveness of individual member firms; facilitate access to financing, improve business information flows and promote opportunities for regional economic integration. Woven into all of the Enterprise Network programmes is a strong emphasis on trade capacity building which targets primarily intra-regional transactions but also North-South linkages.
