Outreach Unit for Financial Sector Reform

Established in 1997, the Outreach Unit for Financial Sector Reform implements OECD programs aimed at supporting financial sector reform in non-OECD member countries. The Unit evolved from a project on financial sector reform in transition economies, which began by means of a voluntary contribution by the Japanese government to the OECD. These contributions continue to support the unit's programme of work. The Outreach Unit is currently emphasising work with the Asian region, while continuing its traditional activities aimed at the Transition Economies of Eastern Europe and the NIS.

The Outreach Unit sponsors conferences and publications as well as actively supporting programmes aimed at non-OECD member countries sponsored by other sections of the OECD and other international organisations. Two general varieties of issues are addressed: those of a pressing nature, and those of an ongoing nature, to be reformulated every one or two years as new developments occur and new solutions need to be found to problems encountered during progressive stages of reform.

The key to successful dialogue lies with the ability to isolate and address the questions most pertinent to local actors, who will then implement reform strategies in their respective non-Member economies. Therefore, topics for future dialogue are often agreed to through consultation with government officials and representatives of the private sector in the targeted countries. These questions are then addressed through policy dialogue meetings, where the experience of experts from OECD member countries is made available and topics of common interest are discussed.
