Session I – Conceptual Framework for Analysing the Distributive Implications of Environmental Policies

In the first session, Dr. David Pearce  (University College London - U.K.) will present a conceptual framework for assessing the distribution of environmental benefits and costs, prepared for the OECD Environment Directorate.
Following the presentation, Dr. Bengt Kriström  (SLU-Umea – Sweden) will present a conceptual framework for assessing the distribution of financial effects of environmental policy, prepared for the OECD Environment Directorate.
The presentation will followed by a discussion.


Session II – Empirical Evidence on the Distributive Effects of Environmental Policies


In this session, experience on the distributive effects of environmental policies will be discussed in the light of selected case studies.

• Distributive Implications of the Ecological Tax Reform

Dr. Christhart Bork  (Council of Economic Experts – Germany) will present a case study on the Distributional Effects of the Ecological Tax Reform in Germany, prepared for the OECD Environment Directorate. Following the presentation, Dr. Silvia Tiezzi  (University of Siena - Italy) will discuss this paper and initiate a round-table discussion.

• Distributive Implications of Regulatory Approach

Dr. Chang-Hee Christine Bae (University of Washington - U.S.) will present the main findings from a case study on the Distributional Impact of Air Quality Regulations, prepared for the OECD Environment Directorate. Following the presentation, Michael Jerret (McMaster University – Canada) will provide a commentary.

• Distributive Implications of the Provision of Environmental-related Public Services

Paul Herrington (U.K.) will present a case study on the Distribution of Costs and Environmental Impacts of Water Services. This paper will draw on the results of the project on Social Aspects of Water Pricing undertaken by the Global and Structural Policies Division – OECD Environment Directorate. Following the presentation, Dr. Nick Johnstone from the OECD Secretariat will discuss the paper and initiate a round-table discussion.

On the basis of the day's discussions the OECD Secretariat will conclude with a summary of the main lessons learned. This will be followed by a round-table discussion of all participants.


Session III – Empirical Evidence on the Distributive Aspects of Environmental Impacts


• Distributive Implications of Access to Environmental Amenities
Hanneke KRUIZE and Arno BOUWMAN (RIVM and Utrecht University – The Netherlands) will present a case study on the Distribution of Access to Urban Environmental Quality, prepared for the OECD Environment Directorate. Ian BATEMAN (University of East Anglia – U.K.) will discuss the paper and initiate a round-table discussion.
• Distributive Implications of Exposure to Environmental Hazards
Dr. Andy Jones (University of East Anglia – U.K.), will present a case study on the Distribution of Exposure to Environmental Noise Pollution. Following the presentation, Jacques Lambert (INRETS-LTE – France) will provide commentary and initiate a general discussion.

Dr. James Hamilton (Duke University - U.S.), will present a case study on case-study on the Distributional Aspects related the Siting of Hazardous Waste Facilities, prepared for the OECD Environment Directorate. Frans Coenen (University of Twente – The Netherlands), will discuss this paper and initiate a round-table discussion.


Session IV – Round-table on Policy Implications

Subsequent to the conceptual frameworks and the discussion of the empirical evidence, policymakers will be given the opportunity to discuss the measures they have introduced in their countries to address distributional concerns associated with environmental policies. This will be followed by a round-table discussion amongst all participants on major issues and policy options.

• Germany – Mr. Andreas Burger (Federal Environmental Agency)
• Ireland – Ms. Susan Scott (The Economic & Social Research Institute, Dublin)
• Korea – Mr. Hoi-seong Jeong (Korea Environment Institute)
• Norway – Mr. Bent Arne Seather (Ministry of the Environment)
• United-Kingdom – Ms. Helen Dunn and Mr. Bob Davies (DEFRA)
