In recent years several major external evaluations of multilateral agencies have been organised, mostly by consortia of funding governments. The larger aim of these reviews is to stimulate constructive thinking about how to further improve the two main evaluation purposes: learning and accountability. In the words of our guiding document Framework for Professional Peer Reviews established by the joint UNEG-DAC peer review task force:
“This approach has several purposes: building greater knowledge, confidence and use of evaluation systems by management, governing bodies and others; providing a suitable way of “evaluating the evaluators”; sharing good practice, experience and mutual learning. The primary intended audience for the results of these professional peer reviews is one of decision-makers and other users of evaluation – including where appropriate the intended benefi ciaries in member countries.”
