AUSTRALIA
For agricultural pesticides and biocides* regulated by the Australian Pesticides and Veterinary Medicine Authority.

Both summary and full technical reports for pesticide or biocide* actives that have gone through the Chemical Review Program since 1996 are available at this web page.

The APVMA issues a Public Release Summary (PRS) whenever it proposes to register a new product containing a new active constituent for use on food, animals or crops. These can be accessed at this web page.

CANADA
For agricultural pesticides and biocides* regulated by the Pest Management Regulatory Agency (PMRA):

Full review (assessment) reports are not made available on the web. However, the following documents regarding the regulatory decisions for a new pesticide/biocide active ingredient or for a major new use of a pest control product are made available:

REG Series - Regulatory Notes
A Regulatory Note provides a status report on the regulatory position for a new pesticide active ingredient or a major new use of a pest control product. The document summarizes the Agency's review of scientific data supporting the application and outlines the regulatory decision. It is not a consultation document and does not solicit comments from stakeholders. It would contain the same level of information as a Proposed Regulatory Decision Document (PRDD). A Regulatory Note typically would be produced in situations where there is a temporary (Section 17) registration. Conditions for a Regulatory Note include the need for additional data. The public would be consulted through the PRDD process at the point when a full registration can be proposed. As outlined above, the consultation period following the publication of a PRDD is normally 45 days. After the comments from stakeholders are considered, a final decision is made, and a Regulatory Decision Document (RDD) is produced.

NETHERLANDS
All decisions on authorization of pesticides and biocides can be found at the following address:

The decisions are supported by the risk assessment and consequently all endpoints and related information can be found. Most of the documents are in Dutch. A search facility in English is available which will link you directly to the authorisation decisions.

UNITED KINGDOM
The Pesticides Safety Directorate (PSD) administers the regulation of agricultural and horticultural pesticides, forestry, food storage, home and garden pesticides, and biocides categorised as pesticides in the UK.

The Health and Safety Executive (HSE) regulates biocides.

UNITED STATES
The US does not make data evaluation records (DER's) available on the web. However, the following documents regarding the regulatory decisions for the re-registration of an agricultural pesticide are made available on the web:

REDs (Reregistration Eligibility Decisions)
When EPA completes the review and risk management decision for a pesticide (i.e. agricultural pesticides and antimicrobials -biocides) that is subject to reregistration (that is, one initially registered before November 1984), the Agency generally issues a reregistration eligibility decision or RED document. The RED summarizes the risk assessment conclusions and outlines any risk reduction measures necessary for the pesticide to continue to be registered in the U.S.

IREDs (Interim Reregistration Eligibility Decisions)
EPA issues an IRED for a pesticide that is undergoing reregistration, requires a reregistration eligibility decision, and also needs a cumulative assessment under FQPA. The IRED, issued after the completion of the individual chemical's aggregate risk assessment, may include taking risk reduction measures, for example, reducing risks to workers or eliminating uses that the registrant no longer wishes to maintain, to gain the benefits of these changes before the final RED can be issued after the cumulative assessment.

TREDs (Reports on FQPA Tolerance Reassessment Progress and Interim Risk Management Decisions)
EPA issues a TRED for a pesticide that requires tolerance reassessment decisions, but is not subject to reregistration at present because:

  • it was initially registered after Nov. 1, 1984, the date that triggered the reregistration program;
  • EPA completed a RED for the pesticide before passage of the Food Quality Protection Act (FQPA); or
  • the pesticide is not registered for use in the U.S. but tolerances are established that allow crops treated with the pesticide to be imported from other countries.

Like IREDs, some TREDs do not become final until EPA completes a cumulative assessment and risk management decision addressing all the pesticides in the cumulative group.

The national database of authorised agricultural plant protection products can be found at the following website: http://www.bfl.at/. Follow links pointing to Pflanzenschutzmittelregister (plant protection register). The database is updated weekly. An English version is available.

The database can be searched by several criteria: Product name, Registration number, Approval holder, Active substance, Organisation, Function, Field of use, Crop/Situation, Pest.

It does not provide the full review reports but only the authorised conditions of use and labelling of the authorised products.

ITALY
There is a consulting body (Consulting Commission for Phytosanitary Products, c/o Ministry of Health, Rome), in charge of evaluating the industry submissions ('dossiers') for agricultural pesticides. The evaluation reports are laid out in a rather concise form, and are as yet considered classified material for restricted use.
The following Internet site is available at the Ministry of Health, from which a variety of information on phytosanitary products in Italy may be obtained but not the review reports themselves:LINK. The database is in Italian and can be searched by the pesticide name or product type (activity of the active substance).

NEW ZEALAND
The assessments for pesticides (including biocides) will be dealt with by two organisations from 2 July 2001 - The Environmental Risk Management Authority (ERMA) who will cover the Eco tox and human health effects, and the ACVM Group of MAF who will cover residues in food, trade, and agricultural security.
At present there is no review information available on the web site but the ACVM (Agricultural Compounds and Veterinary Medicines) Group are working to have summary reports available in the future. However, an inventory of authorised pesticide and biocide products in New Zealand is available, (link "registers / lists" heading off the left hand menu. This will be more extensive under the new legislation.) The inventory can be searched by the following functions:

SWEDEN
A register of all authorized pesticide and biocide products in Sweden can be found in the web site of the National Chemical Inspectorate. The register is available in Swedish only and one can seach it by Active Substace (English name) , CAS no., Products, Uses, Companies etc. Information sheets for active substances are also displayed.

EUROPEAN COMMISSION
For agricultural pesticides, the list of available Assessment Reports can be found at this website:

Presently there are no review reports on biocidal active substances carried out at community level according to the Biocidal Products Directive 98/8/EC and related Commission Regulation 1896/2000.

BELGIUM
No information on biocides reviewed or biocide review reports are posted on web site by the Service Maîtrise des risques under the Service des Affaires Environnementales, Ministère des Affaires Sociales, de la Santé Publique et de l'Environnement, who is the main competent authority for the authorization of biocides in Belgium.

DENMARK
For agricultural pesticides and biocides* regulated by the Danish Environment Protection Agency:

Review reports are not publicly available on a web site. There are currently discussions on this issue.

FINLAND
Finland does not post any reviews (whole assessments) or statements (summary) to the web pages of competent authorities. Reviews and statements are only available on paper copies.

FRANCE
The ministry of agriculture who is responsible for agricultural pesticides registration has a policy not to provide information about their review activities on the web.

France has not started the biocide registration process according to the EU Biocidal Products Directive (98/8/EC) and therefore there are no reviews available concerning biocides.

GERMANY
The Federal Office of Food Safety and Consumer Protection (BVL) who is the competent authority for the authorisation of plant protection products and the designated national authority for the EU review programme of active substances, does not make the review reports available on the web.
Presently, there are no biocide assessment reports in Germany.

IRELAND
Ireland does not make agricultural pesticides and biocides review reports available on the web.

SLOVAK REPUBLIC

SWITZERLAND
The Swiss Federal Office of Agriculture is the authority responsible for the authorisation of plant protection products (i.e. agricultural pesticides)
Biocides
The Swiss Federal Office of Public Health (BAG), Division of Chemical products, is the responsible regulatory agency for the approval of biocidal products in Switzerland.

Presently Switzerland does not make reviews, assessments, or reports publically available either for pesticides or for biocides. In June 1999 Switzerland has put a new ordinance into force for the registration of plant protection products (i.e. agricultural pesticides). This now forms a legal basis for the publication of evaluations and reports in the future.

SLOVENIA (Observer country to the OECD)
Feedback from the Ministry of Health, National Chemicals Bureau:
A list of authorised products is available but not posted on the web. Slovenia, however is planning to provide in the near future a register of authorised products in English and Slovene languages on the web.
