The Maritime Transport Committee issued a Discussion Paper on Possible Actions to Combat Substandard Shipping by Involving Players other than the Shipping Market. The report examines in detail how industry players could become directly involved in efforts to reduce the incidence of substandard shipping.
The discussion paper was considered at an industry Roundtable held in Paris on 30 September 1998 and attended by about 100 participants, evenly divided between government representatives and senior industry persons, who participated in a personal capacity. The industry representatives recognised that the initiatives proposed in the discussion paper leaned heavily towards industry self-regulation rather than towards additional regulations. There was strong support for the implementation of a number of those initiatives.
The outcomes from that Roundtable were consolidated in an Action Plan which was endorsed by the Maritime Transport Committee at its meeting on 4 December 1998 ( News Release). The Action Plan has also the strong support of the International Maritime Organization, which welcomed the OECD initiative as a timely focus of the culture of safety and its renewed emphasis on effective implementation of existing international regulations.
The MTC Secretariat will now gradually implement the Action Plan by working through, and with, the relevant industry parties as well as national governments.
