Why it matters

Too many people with health problems are excluded from the labour market and are relying on disability benefit. In the current crisis, people with partial work capacity are likely to be hit hard. Governments will need to react with a two-pronged strategy, including short-term measures to help those losing their jobs now to keep a foothold in the labour market; and structural reform aimed at promoting a culture of inclusion that highlights work capacity rather than incapacity.
