Ahmed Lahlimi Alami

Minister, High-commissioner of planning, Morocco

Ahmed Lahlimi Alami occupe le poste de Ministre au Haut Commissariat au Plan du Maroc depuis 2003.
En tant que Haut Commissaire, il supervise «Maroc 2030», une prospective sur le Maroc  de 2030.

Avant de devenir le chef du HCP, il a été Directeur des études techniques et économiques, puis Vice-directeur général de la Banque Agricole (CNCA) avant de prendre le poste de Secrétaire général du Ministère du tourisme en 1971, puis du Département de la planification et du développement régional en 1973.
M. Lahlimi a joué un rôle majeur en aidant M. Abderrahman Youssoufi à former son gouvernement dont Il fut notamment chargé des Affaires générales, ainsi que de l'économie sociale et de l'Artisanat, un poste dont il fut titulaire jusqu’aux élections de 2002.

Mr. Alami jouit d’une expérience internationale, ayant été directeur du Secrétariat général de l'Union arabe-africaine (1985-1986) et travaillant comme consultant pour le Centre d'investissement de la FAO, du FIDA et de la Banque mondiale sur des projets de développement dans plusieurs pays arabes et africains de 1980 à 1992.

M. Alami est titulaire d’une maîtrise en géographie économique de l'Université de Bordeaux.

François Baroin

Minister of Economy, Finance and Industry

Francois Baroin has been Minister of Economy, Finance and industry of France since June 2011.

From 1988 to 1992 he worked as a journalist for Europe 1.

He began his political career in 1989, as mounicipal councillor of Nogent-sur-Seine.

In 1993 he became the youngest member of the Parliament (Assemblée Nationale).
During the electoral campaign of 1995, he was spokesperson of Jacques Chirac and, after having won the elections, he was appointed State Secretary to the Prime Minister and spokesperson of the government chaired by Alian Juppé.

While advancing in his political career, in 2001 he became a lawyer in Paris.

In 2005 he became Minister of Overseas Territories and he remained in charge until 2007. That year he was, between March and May, Minister of Interior.

From 2010 to June 2011 he was Minister of Budget, Public Accounts and State Reform, being at the same time Government’s spokesman.

Francois Baroin holds two Masters of Advanced Studies: one in Geopolitics and one in Science of Information.

Abdoulaye Diop
Ministre d’État, Ministre de l’Économie et des finances de la République du Sénégal

M. Abdoulaye Diop est entré au gouvernement du Sénégal le 25 mai 2000, comme Ministre Délégué chargé du Budget. Il a nommé Ministre de l’Économie et des Finances du Sénégal le 18 mai 2001. En 2005, il a été élevé au rang de Ministre d’État, Ministre de l’Économie et des Finances. Diplômé de l’École Nationale d’Administration et de Magistrature en 1980, après une Maîtrise de Droit Privé des Affaires de l’Université de Dakar, M. Diop est Inspecteur principal du Trésor, 1ère classe, 2ème échelon.
Avant ses fonctions ministérielles, il a été membre de l’Observatoire des Finances Locales des pays de l’Afrique de l’Ouest et travaillé au Sénégal comme membre de la Commission de réforme des textes de la Décentralisation et Président du Comité Technique chargé de la Réforme de la fiscalité locale. Il a aussi acquis une expérience pédagogique en tant que formateur à l’École Nationale d’Administration et de Magistrature.
À travers ses fonctions ministérielles (2001-10), il a représenté le Sénégal en tant que Gouverneur au niveau de plusieurs institutions internationales comme la Banque Mondiale, le Fonds Monétaire Internationale, la Banque Africaine de Développement, la Banque Islamique de Développement, la Banque Ouest Africaine de Développement, la Banque Centrale des États de l’Afrique de l’Ouest. Porte parole du Groupe Afrique au FMI, il a assuré aussi la Présidence du Conseil des Gouverneurs de la Banque Islamique de Développement (2006-07) et la Présidence du Conseil des Gouverneurs de la Banque Africaine de Développement (2006-07).
À la tête du département de l’Économie et des Finances, il a mis en oeuvre, de 2002 à 2008, quarante cinq réformes budgétaires, financières, fiscales, douanières, etc. Maîtrisant parfaitement le français, langue officielle du Sénégal, M. Diop s’exprime en anglais et en arabe. Il a été nommé Chevalierdans l’Ordre National du Lion de la République du Sénégal en mars 1996.

Bharat Doshi
Executive Director and Group CFO, Mahindra & Mahindra Limited, India

Bharat Doshi joined Mahindra & Mahindra in 1973 as an executive. He served as Executive Vice President (Corporate Affairs) of Mahindra & Mahindra from July 1991 to August 1992, when he joined the Board of the Company as Executive Director in charge of Finance & Accounts, Corporate Affairs, and Information Technology. In addition, he was the President of the Trade & Financial Services Sector from December 1994 to October 2007.  He was redesignated as Executive Director of Mahindra & Mahindra and Group CFO in 2007.
Bharat is Chairman of Mahindra & Mahindra Financial Services and Mahindra Intertrade. He is also Director of several companies in the Mahindra Group.  He is an Independent Director of Godrej Consumer Products, Godrej Household Products and NSE.IT.
Bharat is a Member of Reserve Bank of India (RBI) constituted Working Group to examine a range of emerging issues pertaining to regulation of the NBFC (non-banking financial companies) sector.
Bharat was a member of the High Powered Expert Committee constituted by the Ministry of Finance, Government of India, on Making Mumbai an International Financial Centre. He is a member of the SEBI (Securities and Exchange Board of India) Committee on Disclosures and Accounting Standards (SCODA). He has been associated with the Bombay Chamber of Commerce & Industry (BCCI) for the last 30 years and served as its President for the year 2009-10.
Bharat received his Master's degree in Law from Bombay University.  He is a fellow member of the Institute of Chartered Accountants of India and the Institute of Company Secretaries of India. He has also participated in the Program for Management Development (PMD) at Harvard Business School. He was also a Fellow of the Salzburg Seminar on "Asian Economies: Regional and Global Relationships" held in December 2000.

Arnold Ekpe
Chief Executive Officer, Ecobank
 
Arnold Ekpe returned to Ecobank as the Group Chief Executive Officer in 2005.

He was previously the Group Chief Executive Officer from 1996 to 2001 when he left to join United Bank for Africa, one of the top three banks in Nigeria as Chief Executive Officer from 2002 until 2004.

He has over 30 years of African and international banking experience, having also worked in Europe, South Africa and West Africa for Citibank and First Chicago.

He was Vice President and Head of Structured Trade and Corporate Finance for Sub-Sahara Africa for Citibank.

Arnold Ekpe holds degrees in Mechanical Engineering and Business Administration from Manchester University and Manchester Business School respectively.

Charles Koffi Diby

Mnistre de L’Économie et des Finances, Côte d’Ivoire

Diplômé du Cycle Supérieur de l’École Nationale d’Administration (option: Trésor) et de l’Institut International d’Administration Publique (IIAP) de Paris (France), Charles Koffi Diby est détenteur d’une Maîtrise et Licence en Science Sociale. Depuis le 28 décembre 2005, il est Ministre Délégué auprès du Premier Ministre chargé de l’Économie et des Finances. Il a débuté sa carrière à l’Inspection Générale du Trésor et l’Agence Comptable Centrale des Dépenses Publiques avant de devenir Agent Comptable auprès de l’Institut National de la Jeunesse et des Sports de Mai 1985 Juin 1990 puis auprès de l’Institut National de la Formation Technique et Professionnelle jusqu’en Mai 1991. De Mai 1991 à août 1993 il est Fondé de Pouvoirs à l’Agence Comptable Centrale des Dépenses Publiques et Enseignant vacataire à l’Ecole Nationale d’Administration.
Il devient ensuite Trésorier Départemental de Bondoukou et Receveur Municipal de Bondoukou-Nassian (Août 1993 à Août 1994) puis Trésorier Départemental de Daoukro et Receveur Municipal de Daoukro-Ouéllé jusqu’en août 1997. Payeur Général du Trésor de 1998 à 2000, il est nommé Directeur Général Adjoint de la Comptabilité Publique et du Trésor puis Conseiller technique du Ministre de l’Économie et des Finances avant de devenir en 2001 Directeur Général du Trésor et de la Comptabilité Publique et membre de Conseils d’Administration de plusieurs structures étatiques, ainsi que Président du Conseil d’Administration de la Société Nouvelle Air Ivoire.

Bruno Lafont
Chief Executive Officer, Lafarge Group

Chief Operating Officer of Lafarge since May 2003, Bruno Lafont is a graduate of the Hautes Etudes Commerciales leading business school (HEC 1977, Paris) and the Ecole Nationale d'Administration (ENA 1982, Paris).
Bruno Lafont started his career at Lafarge as an internal auditor in the Finance Department in 1983. In 1984, he joined the Sanitaryware Division (no longer part of the Group) as Chief Financial Officer in Germany. He was then successively in charge of the Division's Finance Department (1986-1988) and the International Development Department, based in Germany (1988-1989).
In 1990, he was appointed Vice President for Lafarge Cement and Aggregates & Concrete operations in Turkey and the Eastern Mediterranean zone.
In 1994, Bruno Lafont was appointed Group Executive Vice President, Finance and joined the Group's Executive Committee, notably directing the public tender offer for Redland.
In 1998, Bruno Lafont was appointed Executive Vice President of the Gypsum Division and successfully orchestrated the Division's international expansion in Asia and in the US, which accounts for half the worldwide plasterboard market. Between 1998 and 2003, this business saw its sales double and its geographical presence expand from 12 to 25 countries.
In May 2003, Bruno Lafont joined the Group's Direction générale as Chief Operating Officer. He has joint responsibility for the Cement Division and oversees the Aggregates and Concrete Division, as well as Lafarge North America. Under his leadership, the Group has set about redefining the Group's vision and reformulating its business principles by rallying all its 77,000 employees around four key priorities: sharpening its customer focus, promoting a performance-based culture, delivering performance improvements and developing employees' expertise.
Bruno Lafont was appointed as a Member of the Group's Board of Directors on May 25, 2005.

Rajiv B. Lall
Managing Director and Chief Executive Office, Infrastructure Development Finance Company

An economist, educated at the Universities of Columbia and Oxford, Dr. Rajiv B. Lall joined IDFC as its MD & CEO in January 2005.
Dr. Lall has over two decades of experience with leading global investment banks; multilateral agencies and academia. His areas of expertise include private equity/ venture capital; international capital markets; trade & industrial policy issues and project finance including a focus on India and China.
Prior to joining IDFC, Dr. Lall was a Partner with Warburg Pincus. He joined Warburg in 1997 and handled strategic initiatives in the Singapore, Hong Kong and New York offices of the firm. He was responsible for private equity investments in the area of financial services across non-Japan Asia including India; portfolio of investments in the Philippines and Malaysia; advice on regulatory and macro issues relevant to investments in Asia and the views of Warburg on global economics and financial markets.
From 1995 to 1997, Dr. Lall was Executive Director and Head, Asian Economic Research, with Morgan Stanley Asia Limited, Hong Kong and was responsible for research on Asian Markets, especially India and China, for clients and operating divisions of the firm. He advised institutional investors on asset allocation decisions and participated in marketing of debt and equity deals
for clients in India and China.
Dr. Rajiv B. Lall was with the World Bank, Washington, from 1988 to 1995 where he focused on policy issues confronting the Chinese economy and advised the Bank on lending strategy, and macroeconomic and trade policy issues.
Prior to the World Bank, Dr. Lall was with Manila office of the Asian Development Bank (ADB) for three years during which he reviewed the financial and lending policies of ADB and conducted due diligence for port and road development projects. He advised the agency on feasibility analysis of infrastructure and energy projects and researched approaches to public private
partnership in infrastructure development.
From 1983 to 1985, Dr. Lall was an Assistant Professor with the Florida Atlantic University where he conducted independent research and taught graduate and undergraduate courses in macroeconomics, international trade and finance, and development economics.

Mthuli Ncube
Vice-président, Economiste en chef, Banque africaine de développement

Professeur Mthuli Ncube est le chef économiste et vice-président de la Banque africaine de développement.
Avant de rejoindrela Banque, il a occupé le poste de doyen de la Faculté de Commerce,Droit et Gestionà l'Université de Witwatersrand (Wits), de Johannesbourg, Afrique du Sud, etavant cela il a été doyen et professeur de finances à Wits Business School.
Prof. Ncube a également été un régulateur, et a servi comme membre du conseil d’Administation de la Commission Sudafricaine des services financiers (CSF) qui réglemente des institutions financièresnon bancaires en Afrique du Sud.
Il est également président du conseil d'administration du Consortium africain de recherche économique, un réseau qui développe des économistes en Afrique, avec lequel il a été associé au cours des 20 dernières années.

Il est également Président du Conseil de l'Agenda mondial sur «La pauvreté et le développement économique» (World Economic Forum).
Prof Ncube est aussi un gouverneur de la Fondation pour le Renforcement des Capacités en Afrique.
Auparavant, le professeur Ncube a travaillé pour Investec Asset Management en tant que gestionnaire de portefeuille et directeur de la stratégie d'allocation d'actifs. Il a également géré Investec Global Managed Fund, une large ombrelle de fonds enregistrés en Irlande. Le fonds a eu cinq autres fonds sous lui avec des investissements dans des Etats-Unis, les actions japonaises et européennes, les obligations et les marchés monétaires.
Avant de rejoindre le secteur des entreprises, le professeur Ncube a été chargé de cours en finances à la London School of Economics, Royaume-Uni, où il a enseigné et supervisé des étudiants de premier cycle et de deuxième cycle en finance et investissements, et la théorie générale des prix des actifs.
Il détient un doctorat en finance mathématique de l'Université de Cambridge, Royaume-Uni, sur "Options de tarification sous volatilité stochastique".

Wycliffe Ambetsa Oparanya

Minister for Planning, National Development and Vision 2030, Kenya

Wycliffe Oparanya is Minister of State Planning, National Development and Vision 2030 of Kenya, since April 2008, after serving as Member of Parliament for Butere Constituency since 2002.

From 1996 to 2002, he has been the Group Financial Controller/Secretary to the Board at Kenya Aerotech for eight years. Assignments undertaken include Financial and Accounting functions, Board Secretarial matters and Human Resources Management and Development.

Mr. Oparanya also worked at Ernst & Young for 15 years, where he gained a lot of accounting and auditing experience. Assignments undertaken cover a wide range of industrial sectors that included banking and financial institutions, insurance, hotels, airlines, manufacturing oil, donor funded projects, farming, construction and real estate companies.

He is also Chairman to Monetary and Financial Affairs Committee at the Pan African Parliament.

Mr. Oparanya hold an MBA in Finance from the University of Nairobi.

Mario Pezzini
Director, OECD Development Centre

Mr Mario Pezzini has been Director of the OECD Development Centre since April 2010. Mr. Pezzini, an Italian national, joined the OECD in 1995 as Principal Administrator in charge of the work on Distressed Urban Areas. From 1996 to 1999 he was the Head of the OECD Rural Development Programme. From 1999 to 2006, he was Head of the Regional Competitiveness and Governance Division in the Public Governance and Territorial Directorate, promoting regional development, regional policy effectiveness and multilevel governance. Since February 2007, he has been Deputy Director of the Public Governace and Territorial Directorate.
Before joining the Organisation, Mr. Pezzini was Professor in Industrial Economics at the Ecole Nationale Supérieure des Mines de Paris as well as in US and Italian Universities. On several occasions, Mr. Pezzini has been economic advisor for international organisations and think tanks (such as ILO, UNIDO, European Commission and Nomisma in Italy) in the field of economic development, industrial organisation and regional economics, with a particular focus on policies for clusters and networks of small and medium sized firms as well as on policies to valorise natural and cultural resources. At the beginning of his career he was manager in the Regional Government of the Emilia-Romagna Region.
