Everyone agrees that aid alone cannot finance development; new actors and fresh sources of finance are essential.  Fortunately, they are on the rise. Following an eventful first year, Year II of the OECD Global Forum on Development is now underway, with "ownership" as its leading theme. But what are the implications of their emergence for national administrations and line ministries? This Policy Brief maps out trends in Ghana’s health sector.
