17 March 2009 — The PDG, in co-operation with ZIF (Center for International Peace Operations), co-hosted a senior-level policy dialogue on "The Use of Deployable Civilian Capacity for Stabilisation and Reconstruction" at OECD Headquarters in Paris. OECD Deputy Secretary-General Mario Amano provided opening remarks.
This event marked the first time that representatives from the Commonwealth Secretariat and NATO Civil Emergency Planning took part in such a dialogue, which included over 40 participants from 16 OECD (Australia, Canada, Denmark, Germany, Italy, Japan, Korea, Mexico, the Netherlands, Norway, Poland, Turkey, the United Kingdom and the United States) and non-OECD (Brazil and Chile) countries and five international organisations (Commonwealth Secretariat, Inter-American Development Bank, NATO, UNDP and OECD).
The sessions were led by a number of prominent individuals in the field of Deployable Civilian Capacity, including:
- Ambassador John HERBST, Co-ordinator for Reconstruction and Stabilisation, U.S. Department of State
- Mr. Roman WASCHUK, Senior Director and Deputy Head, Stabilisation and Reconstruction Task Force (START), Ministry of Foreign Affairs and International Trade, Canada
- Mr. Carsten FAUSBOLL, Head of Civil Emergency Planning, Operations Division, NATO
- Ms. Siri SKÅRE, Programme Director, Norwegian Centre for Human Rights (NORDEM), University of Oslo
- Mr. Deryck BROWN, Head, Technical Co-operation and Strategic Response Group, Governance & Institutional Development Division, Commonwealth Secretariat
- Mr. Robert JACKSON, Assistant Director General, Deployable Civilian Capacity, AusAID
