A high-level capacity building seminar on Managing the Performance and Enhancing the Integrity of Civil Servants took place in the framework of the GfD Initiative on 24-25 May 2007 in Rabat, Morocco. The meeting was chaired and hosted by H.E. Mr. Mohamed Boussaid, Minister of the Modernisation of Public Sectors, Morocco and H.E. Mr. Luis Tejada Chacón, Deputy Permanent Representative, Permanent Delegation of Spain to the OECD.
H.E. Mr. Mohamed Boussaid, Minister of Public Sectors Modernisation, Morocco addressed the opening remarks, followed by H.E. Mr. Monkid Mestassi, Secretary General, Ministry of State for Economic and General Affairs, Morocco, H.E. Mr. Luis Tejada Chacón, Deputy Permanent Representative, Permanent Delegation of Spain to the OECD and Mrs. Odile Sallard, Director, Public Governance and Territorial Development Directorate, OECD.
The seminar is part of a series of focused regional activities aimed at addressing core common challenges in the field of civil service and integrity that have been identified by Arab countries. The seminar’s key objective was to support policy makers from Arab countries in designing their reform approaches aimed at enhancing the performance and integrity of their civil servants.
The seminar gave participants from OECD and Arab Countries the opportunity to share good practices, identify common principles and develop a common language regarding the following key challenges:

How can the performance of civil servants be enhanced through the use of contractual employment as well as performance evaluation and promotion systems that provide effective incentives?

How can the integrity of civil servants be enhanced by effectively identifying and resolving conflict of interest situations?
