Western Balkans continue progress in SME policy implementation

The Western Balkans continue making significant progress in the implementation of policies supporting the development of small and medium-sized enterprises (SMEs), according to the 2009 SME Policy Index Report released in Brussels on 17 June 2009 in the presence of Ministers from South East Europe and Vice-President of the European Commission Günter Verheugen.

 

The SME Policy Index process is a unique monitoring tool developed jointly by the European Commission, the European Training Foundation, the European Bank for Reconstruction and Development, and the OECD to assess progress by Western Balkan governments in defining and implementing policies supporting SME development since the release of its previous edition, the 2007 SME Policy Index Report.

 

Key considerations are given to the support for high-growth and innovative enterprises, as well as to the impact of the global economic and financial crisis.

 

The assessment framework is based on the European Charter for Small Enterprises (the Charter), a set of policy guidelines endorsed by EU Member States and a key component of the EU Lisbon Agenda. The Western Balkans adopted the Charter in 2003.
