The Science, Technology and Industry Scoreboard 2001 brings together the latest internationally comparable data on trends in the knowledge-based economy. Indicators that capture the changing relationship between science, innovation and the economy are crucial so that policy makers may evaluate how their performance compared to that of other countries, make informed decisions and set priorities as to where greater efforts may be needed, and identify the challenges posed by the knowledge-based economy.
The Scoreboard does this by compiling over 160 indicators, 60% of them new to this 4th edition, that draw on the OECD's unique role as a maintainer of methodological standards, a compiler of internationally comparable data and an organisation dedicated to policy analysis. It uses an improved and updated classification of technology and knowledge-intensive industries that takes into account the important role of services, skills and information and communication technologies. New indicators address emerging policy issues: international mobility of human capital, relative innovative performance as measured by patent families, skills in the information economy, diffusion of the Internet and electronic commerce. For the first time, measures of the resources devoted to innovation in emerging areas such as biotechnology, environment, health and information and communication technologies are presented. A new section on the quickly evolving information economy relies on the latest data from official sources that utilise rigorous statistical techniques.
This publication develops indicators for measuring the knowledge-based economy in four interconnected areas:
- The growth in the knowledge base of OECD economies: investment in knowledge, human resources and international mobility of scientists, research and development in traditional as well as emerging areas such as biotechnology, information technologies, environment and health.
- The rising importance of the information economy: resources and infrastructure for the information economy, the diffusion of Internet technologies and electronic commerce, the contribution of information and communication technologies, including software, to economic performance.
- The increasing integration of economic activity: emerging channels of economic integration and technology diffusion, such as direct and portfolio investment, international strategic alliances, mergers and acquisitions, cross-border ownership of inventions and international co-operation in science and innovation, as well as analysis of trade competitiveness in industries by technology intensity.
- Economic growth and performance: comparison of OECD economies in terms of income, productivity and industrial performance and the growing importance of technology and knowledge-intensive industries.
The STI Scoreboard 2001 is designed to be easily accessible to a wide variety of users and uses a standard format for each topic consisting of figures that present the indicators, bullets points that identify the key findings, a methodological box that provides background about the data and a statistical annex that provides the raw data. The Scoreboard is available both as a hard-copy publication and for the first-time in an electronic version (Web-book) that aids in the location and retrieval of specific indicators, provides a more elaborate data appendix and links to the databases used. This version also gives users "clickable" access to the Excel spreadsheets containing the data used in charts and figures.
