A Capacity Development unit was set up within the DAC Secretariat to implement this initiative. It interacts closely with other units in DCD/POL (Policy Co-ordination: Governance, Conflict and Fragility, Environment, Gender) and DCD divisions working on Aid Effectiveness (DCD/EFF), Peer Reviews and Evaluation (DCD/PEER), as well as a wide number of OECD actors outside the Development Co-operation area. 


James Hradsky, DAC Senior Co-ordinator for Capacity Development

Since February 2008, James has been the DAC Senior Co-ordinator for Capacity Development. He was mandated by the DAC to build on the 2006 guidance to promote increasingly operational use of the principles of capacity development.


From 2000 to 2008, he served as senior analyst for DAC peer reviews and led reviews for of all key bilateral donor systems.


Prior to joining the OECD, James carried out a 30-year international career as a senior manager and economist, primarily in the United States Government. His work focused on Africa, Southeast Asia and Latin America. His assignment was as Director of both the bilateral and the West Africa Regional missions of USAID located in Bamako, Mali.

Silvia Guizzardi, Policy Analyst

Silvia joined the DAC Secretariat in October 2008 to work in the Capacity Development unit. She is sponsored by Italy as a Junior Professional Officer.
 
Prior to coming to the OECD, she worked in monitoring and evaluation for the Asia and Pacific Division of the UN International Fund for Agricultural Development (2006-2008) and for the US-based private firm TANGO International (2005-2006), which provides consultancy services to international organisations and NGOs. Silvia began her development career in 2004-2005 as a World Food Programme volunteer in Tanzania. She holds degrees in Economics and International Development.

Monica Dennis, Office Assistant

Monica has worked at the OECD since April 2008. Prior to the OECD, she worked as office assistant at the International Atomic Energy Agency in Vienna, Austria. She holds a degree in Arts Administration.
