Much ink has been spilled on the subject of globalisation, including by the OECD. Concerns on globalisation’s actual or imaginary destabilising effects on jobs, incomes or (by definition national or local) political control on economic activity have been extensively studied. There is, however, an entire facet of globalisation that remains in relative obscurity. What is the link between innovation, structural change and productivity growth on the one hand, and the intensification of cross-border economic linkages? Which drives which? To what extent? Conversely, what is the scope for public policy in implementing a national innovation and growth strategy in the global economy?
The conference on “Globalisation and the Knowledge Economy” co-organised by the OECD Directorate for Science, Technology and Industry (DSTI) and the French Ministry of Economy, Finance and Industry shed light on these issues, which will help shape the OECD’s future work on the innovation-growth-globalisation linkage, notably by the OECD Committee on Industry and Business Environment (CIBE).
