Analyst

Stéphan Vincent-Lancrin is responsible for:

  • The "university futures" project which aims to inform and facilitate strategic decision making by government decision makers and other key stakeholders in higher education. The project takes universities as the starting point for talking about higher education systems as a whole and understanding how the missions of higher education (teaching, research, services to the community and certification of skills) can be achieved differently in the future.  Although universities currently play an essential role in performing these social missions, one can envisage this will no longer be the case in the future.  The project is based on two types of activity: an analytical and thematic study of the major trends in higher education, and a dialogue with the stakeholders and experts in higher education.

  • The work on internationalisation and trade in higher education, which aims to analyse the opportunities and challenges presented by internationalisation of higher education and to promote quality provision in cross-border higher education. After several publications on the topic, he is currently working on the possible uses of cross-border higher education to build capacity in developing countries.

  • The project on e-learning in tertiary education, which highlights current challenges for the growth of e-learning and to give a state of the art of e-learning activities at tertiary education institutions after the burst of the new economy bubble. This project addresses questions like: Why and how do different kinds of tertiary education institutions engage in e-learning? What do institutions perceive to be the pedagogic impact of e-learning in its different forms? How do institutions understand the costs of e-learning? How might e-learning impact on staffing and staff development?

Before joining the OECD, Stéphan worked for 7 years as lecturer and researcher in economics at the University of Paris-Nanterre and the London School of Economics. He holds a PhD in economics and master’s degrees in business administration and in philosophy. Stéphan is a French citizen. He speaks English and some German.
