Documents on Countries with Economies in Transition

Transition countries are countries that are listed in Annex I to the UNFCCC and that are in the process of making the transition to a market economy . An important part of the Annex I Expert Group's work is to support Annex I transition countries in their efforts to address climate change, by provide an opportunity for exchange among government officials and national experts, providing information and raising public awareness of climate change. Because transition countries are part of the Annex I Expert Group, all of the Group's work reflects their concerns. Two government delegates from each Transition country receive financial support to attend Annex I Expert Group meetings. In addition, the Annex I Expert Group has held workshops and seminars in transition countries to raise public awareness and to enable more transition country participants to attend. Summaries of many Annex I Expert Group papers have been translated into Bulgarian, Czech, Estonian, Hungarian, Latvian, Russian, and Slovenian. Designing Inventory, Registry and Trading Systems in Countries with Economies in Transition

This paper presents a synthesis of the results of three case studies undertaken in three countries with economies in transition, namely Bulgaria, the Russian Federation and the Czech Republic. Two of these studies focus on monitoring and reporting systems: the national registry and the national inventory system (for Bulgaria and the Russian Federation, respectively). The subject of the third study is the development of a domestic emission trading system (in the Czech Republic). These case studies were prepared by experts from each of these countries and supported by these countries' governments. They provide a first attempt to assess the feasibility of developing such systems in these three countries for the purpose of meeting their commitments under the Climate Convention and the Kyoto Protocol.
