MIGRATION, SOCIAL COHESION AND GOVERNABILITY 

Background

The phenomenon of international migrations is at the heart of public policy debates in Europe, the United States and Latin America. In particular, trans-Atlantic migrations have lately come to be seen as one of the most sensitive topics in the agenda that links the European Union with Latin America and the Caribbean. As controversial an issue as to provoke heated arguments and political unrest, especially during electoral campaigns, international migrations are a multidimensional occurrence and touch on several contentious matters.

Development, citizenship, governability, remittances, and social cohesion are among the main areas on which the flows of international migration are impacting with more strength. On the other hand, racism, xenophobia, exclusion, and the brain drain are among the main concerns for decision-makers, citizens in the origin and recipient societies, and migrants themselves.

Market integration and social exclusion are two sides of the same coin, put together by the pressure of technological change and a globalizing economy that coexist with national traditions and closed structures of governance. How to deal with these simultaneous forces of integration and fragmentation? How to conciliate labor mobility and social cohesion? How to design and implement public policies that are at the same time feasible and legitimate? REDGOB aspires to push these issues further into the Europe and Latin America agenda. This can be accomplished through fostering a dialogue between scholars and decision-makers, especially regarding the impact of international migrations on development.

What is REDGOB?

The Euro-Latin American Network of Governability for Development (REDGOB) was founded in November of 2003 in Barcelona, and is coordinated by the Office in Europe of the Inter-American Development Bank (IADB). Its main purpose has been to create a space for reflection and debate in Europe about Latin American and Caribbean governability, public policy and development. The goals of REDGOB are to promote research, debate and knowledge, encourage reflection on the basis of various European experiences, and to increase exchanges between European and Latin American researchers and policy makers. 

Sixth Annual Meeting - Call for Papers

The OECD LEED Programme and the governing core of REDGOB – the University of Salamanca, the Institute of Latin American Studies at the German Institute of Global Affairs (GIGA), Nuffield College at the University of Oxford, the Institute of Political Studies in Paris (Sciences Po), the International Institute for Democracy and Electoral Assistance (IDEA), and the Institute of Social Sciences (ICS) of the University of Lisbon – invite you to participate in the Third Call for Papers to be presented at the Sixth Annual REDGOB Meeting to be held in Lisbon on December 9-10, 2008.

The aim of this call for papers is to encourage students, researchers and policy makers to disseminate different experiences to promote the formulation of effective programmes. The aim is to promote academic and practical reflection, knowledge management, and a productive dialogue to generate local and state capacities to support efficient public policies in this domain.

Issues for Debate at the Annual Meeting

1.      The political dimension of migrations: citizenship and governability.

2.      The economic dimension of migrations: remittances and investment.

3.      The social dimension of migrations: solidarity and social cohesion.

4.      The cultural dimension of migrations: transnational identities and otherness.

Requirements to Participate

  • Authors must be affiliated with an academic or research institution in Latin America or Europe from one of the 46 member countries of the IADB.
  • Authors must be no older than 35 years of age; they must be either doctoral students nearing the end of their studies or post-doctoral fellows.
  • Research papers must be on one of the proposed topics. The nature and scope of the paper must be specified.
  • Papers cannot be purely theoretical but must rather be of practical interest for Latin America, preferably reflecting the results of concrete experiences.
  • Papers can be submitted in Spanish, Portuguese or English, either as a whole or as abstracts (no less than 350 and no more than 1200 words). Abstracts must be accompanied by the relevant bibliography.
  • The gender and nationality of the candidates will be taken into account to ensure a balanced group.

Paper Selection and Presentation

The deadline for handing in papers, together with a summarised CV, is Monday 14 July 2008.
On 11 August the REDGOB Scientific Committee issues its decision about selected papers.
Authors of selected abstracts have to hand in a final draft of their papers on 1 November 2008.

Selected papers will be presented by their authors at the sixth annual REDGOB meeting in Lisbon. Each paper will be commented by experts on the relevant topic, circulated as a REDGOB Working Paper, and published on the webpage of the European Representation of the IADB and expectedly in book form, although authors may also publish them after the Lisbon meeting.  Papers must be sent to the following three email addresses:  redgob@iadb.org ; vic.internacional@usal.es ; amalamud@ics.ul.pt

REDGOB will bear the cost of authors’ transport (Economy class) and accommodation, but no fees or per diems are paid. Only one person will be invited to present a paper authored by more than one person. Authors will be contacted about administrative details, as NO REIMBURSEMENTS WILL BE MADE and all payments will be made only by the ICS from Lisbon.
