The OECD study on Montreal addresses the competitiveness and governance questions facing this metropolitan region. It shows that despite significant progress in terms of employment and growth, Montreal ranks only 44th in regards to real GDP per capita out of the 65 largest OECD metropolitan regions due to a lower level of productivity. Montreal will have to co-ordinate and streamline its local and metropolitan governance if it hopes to become a player in the competitive world of international business. The report assesses the recent institutional reforms that have been implemented in the metropolitan region, i.e. the "amalgamation" of Montreal and Longueuil and the creation of a Metropolitan Community. It also reviews the existing economic development policies, stressing the urgent need to co-ordinate the actions of the different actors.
