The OECD and the Ministry for Modernisation of Public Sector in Morocco held a capacity-building seminar on Workforce Planning and Measurement on 16 June 2009 in Rabat, Morocco, with the perspective of sharing experiences in the field of human resources and public employment management.
Discussions were organised around four break-out sessions concentrating on the following HRM topics:

the methodologies used in countries to account for public employees and calculate costs;
-
methodological processes developed in countries review and planning workforce needs and skills in government, in a context where political priorities aim at decreasing compensation costs and maintaining capacity;
-
different HR strategies resulting from workforce planning: delegation of the decision-making process at public employment level, job classification, job descriptions, recruitment procedures, career paths policies, training plans, identification of critical skills, determining size of units, removing oversized units.
The first achievement of the seminar was to establish a technical exchange of experiences and information between experts from OECD countries and Arab authorities. Most importantly, countries expressed their interest in the technical approach and the strategic choice of the agenda.
Keynote presentations gave a comparative overview on countries policies, progress made, and problems encountered. Interactive roundtable discussions played a major role in monitoring country reforms and identifying arising challenges.
The other main achievement was to build a solid network of high-level dedicated public HR experts.
