The OECD’s Centre for Tax Policy and Administration is pleased to announce the appointment of Mr. David Butler as Head of its Tax Administration and Consumption Taxes Division. Mr. Butler comes to the OECD from his previous position as Chief Executive and Commissioner of the Inland Revenue Department of New Zealand, a post he had occupied since early 2001. As Commissioner, David transformed the Department to the point where it met or exceeded all key performance indicators and achieved very high levels of taxpayer satisfaction with the service provided.
Prior to his appointment as Commissioner in New Zealand, David was the First Assistant Commissioner at the Australian Taxation Office where he led the project on implementing the Ralph Review of Business Taxation.
He therefore brings a wealth of experience and knowledge to the OECD where he will lead work on tax administration issues including compliance and risk management, relationships between tax administrations and tax intermediaries, the development of services for taxpayers and comparative analysis of tax administration bodies across the OECD and the application of consumption taxes to cross-border transactions.
