Progress Report on Partnerships in Eastern Europe, Caucasus and Central Asia

The Environment Strategy for countries of Eastern Europe, Caucasus and Central Asia (EECCA) was adopted at the 2003 “Environment for Europe” Ministerial Conference. As a broad strategic framework, it aimed at supporting EECCA countries’ efforts to facilitate partnerships. In Kiev, ministers requested the EAP Task Force to monitor progress on partnerships.


This report presents a review of environmental partnerships that contribute to the achievement of the seven objectives and several sub-objectives of the EECCA Environment Strategy. It analyses progress in partnerships developed and implemented in the EECCA region since 2002 until the end of March 2007. The report identifies some emerging trends within the partnerships currently registered in the EECCA Strategy Database (www.eecca.net), which was established by the EAP Task Force to provide an online tool for monitoring partnerships. While donor reporting remains incomplete, the review has yielded a number of
insights that can be useful for further facilitation and implementation of partnerships in the EECCA region.
