Evaluation Capacity Development

 

The mandate of the DAC Network on Development Evaluation includes the commitment to “support partner country evaluation capacities.”

An emerging OECD DAC consensus on capacity development defines capacity as the “ability of people, organizations and society as a whole to manage their affairs successfully.” In this framework, evaluation capacity development (ECD) can be understood as the process whereby people, organisations and society as a whole unleash, strengthen, create, adapt and maintain evaluation capacity over time
 
The capacities of both donor and partner countries to undertake effective development planning, monitoring and evaluation are key components of aid effectiveness.Network members recognize that capacity is an essential element of ownership. Strengthening evaluation capacity within partner countries can further mutual accountability and facilitate joint work.

Recent Work

The Network continues to support coordination of member ECD work and serves as a hub for learning about and sharing ECD experiences. A 2006 fact-find survey of Network members, led by Japan, shows that ECD is an increasingly important, active, and challenging area of work.

To further the Network’s contributions to ECD, a study is currently underway of partner-country experiences with ECD.
