National Accounts of OECD Countries, Volume I - Main Aggregates

 

This database covers the main aggregates of national accounts for 30 OECD Member countries and the Euro area: expenditure based GDP, output based GDP, income based GDP, disposable income, saving and net lending, population and employment. It also covers comparative tables based on exchange rates and others based on purchasing power parities, expressed in US dollars and indices. The tables converted using PPPs are those appropriate for comparisons between countries.

Data are available in both the Beyond 20/20 software and in csv format. The present CD-ROM is also containing a file with a glossary of main terms used in national accounts and a file of explanatory notes associated to some national accounts series.

The present publication has been prepared from statistics reported to the OECD by Member countries in their answers to national accounts questionnaires. These questionnaires are designed to collect internationnally comparable data according to the 1993 SNA, System of National Accounts 1993”. Although Member countries have all agreed to adopt the 1993 SNA, a number are still using the 1968 SNA or can give data for only a few years according to the 1993 SNA. There are numerous differences between the two systems as regards valuation, classifications and definitions, and these must be taken into account when comparing data compiled according to different systems. In this issue, the national accounts for Turkey are still presented on the basis of the 1968 SNA.

National accounts aggregates are shown at both current and constant 2000 prices. To facilitate inter-country comparisons the constant price data are shown at the price levels of 2000. For countries that do not use 2000 as the base year calculating their constant prices, the constant price data for each aggregate have been scaled up by the ratio in 2000 of the current value of that aggregate to its value at the prices of the base year used by the country concerned. This scaling procedure in no way alters the fact that the constant price series concerned still reflect the relative prices of the years actually used.

The period covered begins in 1970 up to 2004 whenever the data are available. Official data for Germany after unification are available only from 1991 onwards. In order to have a complete set of the main aggregates for the whole period from 1970 for as many countries as possible, the Secretariat has been obliged to estimate certain series either for the whole period or for parts of it. Estimated data are identified with (E) before the data.

Contrary to the paper publication, the database is divided in the following four parts:

  3. Comparative Tables based on exchange rate and based on PPPs

    • Actual Individual Consumption - US dollars and indices
  4. Exchange rates, PPPs, Population

All these tables are presented in multi-dimensional tables. For data in Part 1, 2 and 4, the three dimensions are country, variables and time. Part 3 is presented in four-dimensional table. The four dimensions are country, variables, measure and time.

Data are available in both the Beyond 20/20 software and in csv format. The present CD-ROM also contains a file with a glossary of main terms used in national accounts and a file of explanatory notes associated to some national accounts series. A separate manual for Beyond 20/20 data browser is provided for technical assistance.

National Accounts of OECD Countries, Volume II - Detailed Tables

 

This edition covers, in addition to main aggregates, detailed breakdown by kind of activity for gross value added and its components, for gross fixed capital formation and for employment. It also includes final consumption expenditure of households by purpose, simplified accounts for three main sectors (general government, corporations and households) and detailed accounts by institutional sectors (non-financial corporations, financial corporations, general government and its sub-sectors, households and non-profit institutions serving households). These detailed accounts by institutional sectors are not available on the paper publication.

All the national accounts data refer to calendar years except for Australia and New Zealand which use fiscal years (beginning respectively 1st July and 1st April) in their National Accounts. Japan uses fiscal years beginning 1st April only for accounts for sub-sectors of general government (tables S1311, S1313 and S1314). All the data are expressed in millions of national currency (including in “euros” for euro area countries), except data referring to employment (tables 5, 6, 9a and 9b) which are expressed in thousands.

For each country there are 1897 variables (series) arranged in 24 standard tables. The full description of the 24 tables is included in the annex II as well as a complete list of all variables and their series codes.

All these tables are presented in three dimensional format. The three dimensions are country, variables and time. On opening the tables, the variables (series) for each country are presented horizontally with time shown across the page. The dimensions can be easily transposed for different presentations.

Files can be exported from Beyond 20/20 as CSV, WKS, WK1, dBASE, TEXT and AREMOS TSD.

National Accounts of OECD Countries, Volume III: Financial Accounts (Flows) and Financial Balance Sheets (Stocks)

 

The CD-ROM and the CSV files correspond to two volumes in the series of theNational Accounts of OECD Countries, prepared by the Financial Statistics section of the OECD Statistics Directorate:

  • Financial Accounts - Flows
  • Financial Balance Sheets - Stocks

Data shown in these two databases are derived from national sources and collected through a joint OECD/Eurostat questionnaire. Concepts and definitions rely on the System of National Accounts - SNA 1993 (and the European System of Accounts - ESA 95).

The purpose of the datasets is to provide comparable quantitative information on financial transactions carried out and on financial stocks held by institutional sectors of the economy in the OECD member countries. The database editions contain more series than the two related paper publications:

  • the time coverage is larger: from 1970 onwards according to the data availability;
  • they contain series included in both types of tables of financial accounts and financial balance sheets, the consolidated table and the non-consolidated table.

Financial Accounts - Flows contains annual data, according to the System of National Accounts – SNA 1993 (or according to the European System of Accounts – ESA 95), on financial transactions (net acquisition of financial assets and net incurrence of liabilities) between institutional sectors, by type of financial instrument. It covers 23 OECD countries on the period 1970-2003, when these data are available in the OECD database. Data are expressed in millions of national currency (in euros for the countries of the European Monetary Union).

Financial Balance Sheets - Stocks, contains annual data, according to the System of National Accounts – SNA 1993 (or according to the European System of Accounts – ESA 95), on financial stocks (financial assets and liabilities) held by institutional sectors at the end of the period, by type of financial instrument. It covers 21 OECD countries on the period 1970-2003, when these data are available in the OECD database. Data are expressed in millions of national currency (in euros for the countries of the European Monetary Union).

As a general rule, in national accounts, the financial accounts and the financial balance sheets are to be recorded on a non consolidated form. However, the consolidation, which consists of eliminating the counterparts of financial assets and liabilities of sub-sectors of the same sector and of institutional units of the same sub-sector, can be more significant for certain kind of analysis and give a better picture of the financial position of the various economic players, especially of Financial corporations (S12) and General government (S13).

The consolidation implies that, for each instrument, information is available on the counterpart sector or sub-sector. In several OECD countries, this information is not available or remains partial, in particular for some sub-sectors. Furthermore, in certain cases, the basic information is, on the contrary, available in a consolidated form only.

Consequently, the database version of these two publications contains, when data have been transmitted by countries, both consolidated and non-consolidated data, whatever the consolidation method used in various countries. However, it has to be noted that, for the aggregated sector ‘Households and Non-profit institutions serving households’ (S14-S15), for which intra-sectoral transactions are marginal, consolidated and non-consolidated data are similar and that for the sector ‘Rest of the world’ (S2), data are consolidated by definition.

The electronic version of Flow data is composed of two tables by country, when this type of information is available:

  • Financial Accounts, consolidated
  • Financial Accounts, non-consolidated.

The electronic version of Stock data is composed of two tables by country, when this type of information is available:

  • Balance Sheets for financial assets and liabilities, consolidated
  • Balance Sheets for financial assets and liabilities, non-consolidated.

In each table, the financial instruments are shown first for the assets then for the liabilities: there are 30 instruments for the assets and 27 for the liabilities. Moreover, tables related to Financial accounts are preceded by the balance B9F, named Net financial transactions, which corresponds to the difference between net acquisition of financial assets and net incurrence of liabilities, and tables related to Balance sheets for financial assets and liabilities are preceded by the balance SBF90, named Financial net worth, which corresponds to the difference between financial assets and liabilities. Some instruments are used only by some institutional sectors: in that case, data are not available or nil.

These tables appear for 17 institutional sectors. For some sectors, there are no data because either the sector does not exist by definition, which is the case of the State government sector or, the sector is not available separately and is included in another sector.

In each table, there are at maximum 986 times series for each country (financial instruments x sectors).

In the B20/20 tables, by default, data are shown by country and by institutional sector: financial instruments are in rows and time in columns. These dimensions can be easily re-organised according to the needs of the user.

National Accounts of OECD Countries, Volume IV: General Government Accounts

 

The National Accounts of OECD Countries, Volume IV: General Government Accounts is an annual publication, dedicated to government finance which is based on the System of National Accounts 1993 (SNA 1993) and is part of a set of annual publications related to national accounts.

It includes tables showing government aggregates and balances for the production, income and financial accounts as well as detailed tax and social contribution receipts and a breakdown of expenditure of general government by function, according to the harmonised international classification: Classification of the Functions of Government (COFOG). These detailed accounts are available for the general government sector. Data also cover the following sub-sectors, according to availability: central government, state government, local government and social security funds.

The publication presents, for each member country, a coherent set of four tables:

  1. The first table is a Summary of the government aggregates and balances most referred to by analysts for international comparisons.
  2. The second table is the General government account (SNA 1993, simplified presentation). It comprises the usual sequence of national accounts, including the financial accounts (flows and stocks). This includes also two aggregates which are relevant for economic analysis and consistent with the usual SNA transactions: Total revenue and Total expenditure of government.
  3. The third table is dedicated to Detailed Tax and Social Contribution Receipts. These detailed receipts are broken down according to the SNA classification.
  4. The fourth table is the breakdown of Expenditure by Function, according to the harmonised classification at international level COFOG. In addition to the breakdown of Total expenditure, the table shows the breakdown by function of Compensation of employees and of Gross capital formation at the general government level.

The publication covers 29 of the 30 OECD countries (except Turkey). Data are expressed in national currencies and cover the period from 1990 onwards, depending on data availability.

Quarterly National Accounts

 

The database contains quarterly national accounts data for 22 individual OECD countries and five aggregations: OECD Total, OECD Europe, NAFTA, EU, and the Major Seven. The composition of GDP from the expenditure, production, and income sides is shown as well as the financing and composition of capital formation and the main components of private consumption. More than 1,000 series are included beginning in 1970.

Central Government Debt Statistics

 

Government debt managers have the responsibility to issue debt instruments to meet the borrowing needs of governments. The type of debt instruments to be issued and the amounts to be raised depend not only on the volume of the borrowing requirement but also on the financial and macroeconomic environment.

This database, which was issued for the first time in 2000, provides statistics on central government debt instruments. The focus of the statistics is to analyse in detail marketable debt instruments in OECD countries with a view to providing an analytical tool.

The publication includes comparative statistics as well as information for individual OECD countries. Users should refer to methodological country notes for a good comprehension of the instruments in each country. Debt management offices of OECD Member countries are the source of information for the data.

It is worth underlining that the purpose of the statistics is not to provide data on the global government debt in OECD countries given that the institutional coverage is confined to central government only. According to the standard methodology, the overall government debt relates to the general government sector which, as defined in the System of National Accounts 93, is composed of
three parts: central government, state and local governments and social security funds. The concepts used in the present series also differ from the Maastricht definition of government debt not only with regard to the institutional coverage but also the method of calculation.

The statistics relate to 30 countries: Australia, Austria, Belgium, Canada, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary; Iceland, Ireland, Italy, Japan, Korea, Mexico, Luxembourg, Netherlands, New Zealand, Norway, Poland, Portugal, Slovak Republic, Spain, Sweden, Switzerland, Turkey, United Kingdom, and the United States.

All data are calculated on the fiscal year, which correspond to calendar year except for the following five countries: Australia, Japan, New Zealand, United Kingdom, and United-States. Value data is presented in national currency units. Data coverage varies slightly based on the reporting country. In general, data are available from 1980 onwards.

Statistics provide information on marketable and non-marketable debt instruments, and the marketable debt breakdown is very detailed. Data exclude swaps, unless otherwise indicated in the country notes. They refer to both resident and non-resident holdings.
