Regulatory Governance Initiative in South East Europe

Part of the Investment Compact Initiative on Regulatory Reform for South East Europe in the framework of the investment compact of the Stability Pact. Co-hosted with the Office of High Representative, Bosnia Herzegovina.

Regulatory frameworks for network industries is one of the priority areas identified for further work at the launching conference of the Regulatory Governance Initiative (RGI) in October 2001 in Thessaloniki. The Sarajevo Seminar responded to a specific request from the Office of the High Representative to advance the discussion and point out policy options for regulatory reform in Bosnia Herzegovina. Interest focussed on ways to improve the efficiency of three sectors -- transport, telecommunications and electricity. This includes an exploration of the best model to use -- be it full government ownership and control, corporatisation or privatisation taking into account the legal and administrative environment.
