Barry Anderson is the Head of the Division. From the United States, Barry previously held posts as Deputy Director of the Congressional Budget Office and as Assistant Director for Budget in the Office of Management and Budget. He has also been a Budget Advisor for the International Monetary Fund, an Economist at the General Accounting Office, and a Lecturer at George Washington University.

 

Emmanuelle Arnould, a French national, is a junior policy analyst working on public employment and management issues within the outreach project on good governance for development in Arab countries. She previously worked as policy analyst adviser in the HRM directorate of the French Ministry of Defense. Emmanuelle holds a Master's degree from the Grenoble Political Science Institute and a Master's degree in international relations from Sciences Po in Paris.

 

 

Jón R. Blöndal is Deputy Head of Division and Editor-in-Chief of the OECD Journal on Budgeting. A citizen of Iceland, Jón held a number of posts in the Icelandic Ministry of Finance and the Office of the Prime Minister prior to joining the OECD in 1995. Jón received his degree from George Washington University. Jón is also a member (observer) of the International Public Sector Accounting Standards Board.

 

 

Teresa Curristine is responsible for the OECD Senior Budget Officials Network on Performance and Results. She also works on accountability and control, and country budget reviews. Teresa co-ordinated the directorate-wide project on public sector modernisation. Prior to joining the OECD, she was a lecturer at Oxford University. Teresa is of Irish-American nationality and holds a PhD from Oxford University. 

 

 

Ian Hawkesworth, a Danish national, leads budget reviews and related studies and is responsible for the Budget Practices and Procedures Database project. He also organises the OECD annual meeting on public-private partnerships. Ian previously worked as Head of Section and Advisor at the Ministry of Finance in Denmark, among other things co-ordinating the implementation of accrual budgeting, modernisation of government, and budget examinations. Ian holds an MSc. in comparative politics from the London School of Economics, and an MSc. in political science and economics from the University of Copenhagen. He was Associate Professor for a number of years at the latter university.

 

 

 

Oscar Huerta Melchor is a Mexican national. He is a policy analyst on human resource management. Before joining the OECD, Oscar worked for the National Autonomous University of Mexico, the National Institute for Public Administration and the Institute for Social Security for Government Employees in Mexico. He holds a Masters and a PhD in comparative public policy from the University of York, United Kingdom.

Sunghoon Kim, a Korean national, is a senior policy analyst responsible for liaison with the OECD/Korea Policy Center for the Public Governance Programme in Seoul, and provides strategic input for the work of the BUD division. Before joining the OECD, he mainly worked in the field of human resource management in the Korean government. Sunghoon holds a Master's degree in public administration from the University of Colorado at Denver.

 

 

Dirk-Jan Kraan, on secondment from the Netherlands Ministry of Finance, is a Project Manager working on country budget reviews and special studies in the area of budgeting (reallocation, off-budget and tax expenditures). Dirk contributes to the work on fiscal relations between levels of government and on government indicators. Dirk holds Masters degrees in law and economics and a Ph.D in economics. Dirk also taught for ten years at Erasmus University.
 

 

Hélène Leconte-Lucas is the Assistant to Barry Anderson and for the entire Division, in close co-operation with Lyora Raab. For many years, Hélène has been involved with the work of all the Senior Budget Officials networks. She has previous experience as Managing Editor of a monthly magazine on the subject of exports and as Project Manager in the field of aid to emerging countries with a private international marketing company. Hélène is a French national.

Keum-Chol Park, on secondment from the Korean Ministry of Strategy and Finance, is a project manager in the budgeting field. He previously held several posts in the Ministry of Finance and the National Economic Advisory Council to the President in Korea. Keum-Chol holds a Ph.D in economics.

 

 

Elsa Pilichowski, a French and Canadian national, is responsible for the work of the Public Employment and Management Working Party. She has led many projects on different sub-themes of human resource management in government, and has also worked on government structure and agencification. Elsa holds Master's degrees from the Institut d'études politiques de Paris and from the Johns Hopkins University (SAIS) in Maryland, United States.

 

 

Lyora Raab, from Germany, is an Assistant in the Division. One of her major responsibilities is the Outreach work of the Division, especially the Senior Budget Officials Network of Central, Eastern and South Eastern European Countries. Lyora has a Bachelor of Arts degree in International Business from the American University of Paris. Before joining the OECD in 2001, she worked for the International Herald Tribune where she was responsible for the International Funds Page.

 

 

Deirdre Wolfender, from the United States, is an Assistant, in charge of the Division's publications. Deirdre has a degree in English studies from the University of Houston and a degree in French studies from the University of Strasbourg. Before joining the OECD, she worked for a newspaper, a university library, and a French language school.
