138th Session of the Trade Committee - Agenda

1.      Informal consultation with TUAC

The exchange of views at this informal consultation with members of TUAC will cover the state of play under the DDA and ways of re-invigorating the negotiations. A particular focus will be on "structural adjustment and trade liberalisation", linked to the OECD horizontal project on Trade and Structural Adjustment. Other topics of current interest may also be raised.

2.     State of play in the DDA and the way forward

Discussion on current developments in capitals and in Geneva

Members and Observers are invited to express their views on the current state of play and recent developments in the DDA negotiations in Geneva.

Preparation of the Trade Policy Message to the OECD Ministerial Meeting from the Chairman of the Trade Committee

Delegates and Observers are invited to offer their preliminary views for the preparation of the Trade Policy Message to the OECD Ministerial Meeting on 13-14 May 2004, which would follow the past years’ practice of taking the form of a Message from the Chairman

3.      Orientations for the preparation of the Programme of Work and Budget for 2005-2006

Delegates are invited to offer their comments on the preliminary suggestions for work to be undertaken under the draft Programme of Work and Budget for 2005-2006.

4.      Preparation of UNCTAD XI, São Paulo, Brazil, 13-18 June 2004

UNCTAD’s upcoming ministerial-level conference has the theme “Enhancing the coherence between national development strategies and global economic processes towards economic growth and development, particularly of developing countries”. 

There are four sub-themes including:

-- Development strategies in a globalizing world economy
-- Building productive capacity and international competitiveness 
-- Assuring development gains from the international trading system and trade negotiations
-- Partnerships for development  

For each of these areas, the Conference will examine the specific problems and challenges, the national and international policy responses required to deal with those problems, and the potential contribution of UNCTAD towards enhanced policy coherence in that area.   Participants will be challenged to focus on ways to make trade work more fully for development.  Delegations are invited to share their views on the conference and its implications for the work of the Trade Committee.

5.      Work in progress

The Secretariat will update Delegates on developments in ongoing work. The Chairman of the Working Party of the Trade Committee, and the Secretariat are at the Trade Committee’s disposal to answer any questions that Delegates may wish to raise.

OECD horizontal project on Trade and Structural Adjustment

As agreed at the October 2003 meeting of the Trade Committee, Delegates will be informed of progress on the OECD horizontal project on Trade and Structural Adjustment.

Results foreseen in the area of outreach in 2004

The Secretariat will present a room document on possible results foreseen in the area of outreach in 2004. Delegates are invited to give their views on these proposed events.

General discussion

Delegates are invited to discuss issues arising from the Work in Progress document and provide guidance for future work.

6.      Recent important developments in trade and trade policy

As at each Trade Committee meeting, Delegates are invited to share information and discuss recent developments in policies or practices that may significantly affect trade relations or the functioning of the multilateral trading system.
